Organizational Setting

FAO’s Subregional Office for Eastern Africa, (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture and rural development issues at country level. The Subregional Office is a subsidiary of FAO’s Regional Office for Africa (RAF).

The post is located in Addis Ababa, Ethiopia and is funded by the Netherlands

Reporting Lines

The Associate Professional Officer (Food Loss Reduction) will work under the overall guidance of a Senior Food Systems Officer (post-production) in Headquarters (Nutrition and Food Systems Division, ESN) and the direct supervision of the Agribusiness Officer, SFE.

Technical Focus

Provide technical support and advice on main issues related to reducing food losses.

Key Results

Collection, analysis and review of information, data and statistics, and project/meeting services to support projects, publications, and services.

Key Functions

Collects, reviews/cross checks and/or analyses relevant agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related data, statistics and information to support delivery of programme projects, products, publications and services;Undertakes analysis, provides technical input for plans and reports and edits/revises technical documents and/or publications;Participates in the development of training materials and the organization of workshops/seminars etc.;Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners;Participates in the development of improved tools and methodologies;Participates on multi-disciplinary project/work teams;Contributes to the enrichment and updating of regional databases and web pages.

Specific Functions

Supports member countries in the sub region to enhance awareness and responds to non-complex technical enquiries and needs related to addressing food losses;Contributes to the design and implementation of activities, programmes and projects related to food loss and waste reduction within the emerging regional strategy on food loss reduction and its linkages to climate change and nutrition;Contributes to the development of advocacy and normative products on food loss and waste reduction designed to enhance regional knowledge and understanding about the issues and actions for food loss reduction;Develops and sustains liaison with key professionals in the Government, UN Country Team and Non-Governmental Organizations (NGOs) and the private sector engaged in work on Food Loss;Supports fund raising activities through networking, proposal and concept development (as necessary) for food loss interventions, including within GEF/GCF;Reviews applicable reports (including FAO projects) and documents on food loss and provides support to consultative meetings with key stakeholders and informants;Contributes to the drafting of information and awareness raising materials and prepares periodic reports on the progress of operational Food Loss and Waste Reduction (FLW) projects in the subregion;Contributes to the development of food loss elements within programmes and projects on climate change and nutrition sensitive agriculture in the subregion;Liaises with colleagues working on Strategic Development Goals (SDG) 12.3 related methodologies and approaches. Performs other duties as required.

History

The idea of an international organization for food and agriculture emerged in the late 19th and early 20th century, advanced primarily by the US agriculturalist and activist David Lubin. In May–June 1905, an international conference was held in Rome, Italy, which led to the creation of the International Institute of Agriculture.

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
