Organizational Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The objective of the post is to participate in the development, implementation, coordination and evaluation of assigned programmes and projects in the Regional Office for Africa related to climate change adaptation and mitigation, risk reduction and urban resilience, as well as UN-Habitat’s portfolio in Ethiopia; and ensuring effective and efficient project management and implementation. This position is located at the Regional Office for Africa, Nairobi. Under the overall supervision of the Senior Human Settlements Officer, the incumbent will be responsible for: Responsibilities

  1. Project support and management
  • Provide support to monitoring the Kenya country programme implementation against the programme work plan and indicators, and support liaison with government officials as needed;
  • Assist in organizing meetings with partners, and in the dissemination of best practices and expertise to the relevant actors, especially regarding the Kenya country programme;
  • Assist in programme administration, including provision of support in the formulation of consultant and institutional contracts, preparation of Agreements of Cooperation, and subsequent monitoring of these contracts;
  • Monitoring specific aspects of programme/project implementation, including budgetary aspects;
  • Liaising internally with relevant parties/branches and follow-up actions whenever needed in the different HQ branches/offices, especially in relation to project management aspects; Inputting data of newly acquired projects into the Project Accrual and Accountability System (PAAS).
  1. Documentation and reporting
  • Support with regular reporting activities, including reporting on the progress of the work programme on IMDIS for the countries/projects the SHSO is responsible for, including for the Kenya country programme;
  • Support the preparation of project reports as requested, i.e. project status reports and financial reports, in coordination with project managers, PMOs and SHSO;
  • Updating project information in PAAS for all SHSO’s projects to ensure that the required information is available for projects undergoing closure assessment;
  • Be the PAAS focal point for all SHSO’s projects ensuring that all project data is available in the system for purposes of performance monitoring.
  1. Communication, data and information management
  • Support managing and maintaining the records of the different projects for the specified countries, including Kenya;
  • Support communication and dissemination of knowledge and best practices, in liaison with the concerned Branches;
  • Liaising with partners, compiling and organizing provided country level data, and reviewing and analyzing these regarding usability for reporting;
  • Assisting in identifying gaps in information and data management in specific country programmes;
  • Contributes to the maintenance and management of the project records.

Education

Advanced university degree (Master’s degree or equivalent) in Information Science, Communication, Project Management and/or other relevant discipline. Knowledge on human settlements would be an added value.

Work Experience

A minimum of 2 (two) years of progressively responsible experience in project management, analysis and information management is required.

Experience of work in Kenya and in collaborating with government officials, as well as with other partners is required.

Working experience within multi-cultural international institutions and with donor relations would is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

For this position, fluency in English and Swahili (both oral and written) and other local languages of Kenya would be an asset, especially for liaising with Government officials.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The United Nations Human Settlements Programme (UN–Habitat) is the United Nations agency for human settlements and sustainable urban development. It was established in 1978 as an outcome of the First UN Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. The UN-Habitat mandate is also derived from General Assembly resolution 3327 (XXIX), by which the Assembly established the United Nations Habitat and Human Settlements Foundation; resolution 32/162, by which the Assembly established the United Nations Centre for Human Settlements (Habitat); and resolution 56/206, by which the Assembly transformed the Commission on Human Settlements and the United Nations Centre for Human Settlements (Habitat), including the United Nations Habitat and Human Settlements Foundation, into UN-Habitat. The mandate of UN-Habitat is further derived from other internationally agreed development goals, including those contained in the United Nations Millennium Declaration (Assembly resolution55/2), in particular the target on achieving a significant improvement in the lives of at least 100 million slum-dwellers by the year 2020; and the target on water and sanitation of the Plan of Implementation of the World Summit on Sustainable Development, which seeks to halve, by the year 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. Through Assembly resolution 65/1, Member States committed themselves to continue working towards cities without slums, beyond current targets, by reducing slum populations and improving the lives of slum-dwellers.
