Borno State Team Leader – Lafiya – to improve health outcomes in Nigeria (subject to contract award)
To provide technical leadership, facilitation, participatory analysis, capacity building, technical assistance, mentoring and/or coaching in the design and implementation of health systems strengthening (HSS) activities and Public Health improvement, tailored to the specific needs and context within the state to meet the key goals of the DFID funded Lafiya programme;
Encouraging the Government of Nigeria to increase resources invested in health, improving effectiveness and efficiency of public and private basic health for services and reducing the total fertility rate in Nigeria. The 3 key outcomes will be:
- Increased resources invested in health, and prioritisation of health by Government of Nigeria (through civil society advocacy on human capital, community accountability for health; and use of data to inform government prioritisation of health)
- Improving effectiveness and efficiency of public and private basic health services (through health system strengthening, and working with the private sector to improve delivery of affordable health services for the poorest populations)
- Reducing total fertility rate (through addressing social norms, demographic impact analysis, and support to family planning demand creation and delivery of services).
The programme will focus on targeted states (Borno, Jigawa, Kaduna, Kano and Yobe) and the contract will run for an initial term of up to 7 years from approximately October 2019 to finish by October 2026. There will be an independent mid-term review of the programme in 2022/23.
- Provide ongoing mentoring and coaching to in-state team and local partners as they implement the programme plans.
- Lead, coordinate or participate in project responses to specific health systems strengthening and Public Health improvement across the state, with a proven track record of leading complex health systems reforms.
- Supports the Programme Director for the overall Lafiya activities and within the state context, lead and facilitate senior level policy dialogue with the state level Ministry of Health, other relevant ministries, donors, regional institutions and consortium partners.
- Ensure activities are closely monitored and documented throughout implementation.
- Ensure the technical excellence, within-budget and on-time delivery of activity results. Periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets and make adjustments as necessary.
- Participate in efforts to document project results and disseminate results as appropriate.
- Participate in technical forums and working groups as needed.
- Directly supervise other technical staff members as needed by project activities.
Candidates must have Nigeria health sector experience of the northern states, specifically Borno state.
