Purpose

The deployment of this delegate is part of an advanced thematic strategic partnership between the International Committee of the Red Cross and Danish Red Cross on Branch Development, which is based on an overall assumption that National Societies with sustainable volunteer (including youth) driven branches will allow for a more effective service delivery in conflict and crisis situations and ensure that branches can provide relevant and sustainable volunteer (including youth) driven principled service to communities. This position is strategically based in Abidjan, Ivory Coast in the ICRC regional delegation, but covers Mali and Niger in addition to the ivory coast. The attached job description outlines the approximate percentage coverage of the position.

Summary of the position

The primary role of the Branch Development delegate will be to support branch development plans and activities of Mali, Niger and Ivory Coast Red Cross National Societies, in line with national society development plans and frameworks where present. All interventions will be implemented in close coordination with the IFRC, and other Movement partners engaged in supporting national societies in the priority contexts. The IFRC and other RCRC tools for branch development will be adapted and applied as relevant and the delegate will actively take part in supporting the selected country NS’s through synergies, alignment, complementarity with the other National Society experts and whenever possible organise joint support missions. The delegate will also look for opportunities to align/integrate the Safer Access Framework into the branch development interventions when applicable.

Key duties and responsibilities

As part of the partnership with the national societies in Ivory Coast, Mali and Niger, and in close cooperation with the IFRC and other movement partners involved in national society development (hereunder branch development), the Branch Development Delegate:

  • Analyses key factors and development needs including systemic branch governance and management issues, and integrates outcomes of relevant assessments (PER, BOCA, SAF, OCA)
  • Coordinates projects and initiatives related to branch development with relevant technical departments, HQ and branch staff, volunteers, as well as ICRC, IFRC and other National Society partners
  • At branch level, contributes to the roll-out of agreed national standards and relevant policies, guidelines and manuals though trainings and coaching, case studies, peer to peer support etc.
  • Conducts a desk review of existing and previous branch development initiatives and provide guidance for further development and new initiatives
  • Prepares for Branch Organisational Capacity Assessments (BOCA) roll-out in specified branches and identify opportunities for branch development initiatives
  • Applies a counterpart approach and assist in disseminating best practices in branch development
  • Supports selected branches with volunteer management and retention as well as other initiatives such as the development of local business plans
  • Assist the disseminating of good practices amongst HQ/regional staff
    • Participate and contribute to the technical quality development of the Global Thematic Partnership between ICRC and DRC on Branch Development
    • Actively participate and contribute to the DRC Branch Development Working Group
    • Contribute actively towards harvesting learning to further develop context specific approaches to Branch Development, Volunteer Development and Youth Engagement – including tools and guidelines (as in line with existing Movement tools and guidance on the area)

The tasks and areas of responsibilities differ from country to country, which is further outlined in the attached job description.

Education and professional experience required

  • Hold an academic degree in social science, organizational development, international development, international relations or similar.
  • Red Cross Red Crescent Movement experience and humanitarian work – experience with the ICRC, IFRC or a PNS will be a prioritised advantage.
  • Branch development and volunteer development experience and proven willingness and capacity to work at branch level in the respective countries.
  • Project/programme management skills.
  • Partnerships management and development skills.

Language

  • English (full proficiency)
  • French (full proficiency)

Essential skills required

  • Flexible and able to adapt to changing situations and react appropriately.
  • Able to work autonomously, and good planning and organizational skills.
  • Able to establish priorities and work to tight deadlines.
  • Strong communication skills, and ability to engage with a variety of stakeholders.
  • Cultural sensitivity; team-player; patience; result oriented; good communicator; listening skills
  • Ability and willingness to travel extensively to visit the branches of the selected National Societies

Operational and field constraints

  • In line with the principles of neutrality, the DRC/ICRC do not assign personnel to a country of which they are nationals
  • Candidates must possess a manual driving license
  • Candidates must be in good health and will have to do a medical check-up prior to departure
