Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways.

The Consortium was created in 2013 and is now implementing projects funded by three different donors, in more than ten regions of Somalia. BRCiS is committed to adaptive management of its programmes, guided by a strong learning strategy. The Consortium also enforces systematic decentralization of decision making to the field level and the communities, fostering innovation and self-reliance.

The position advertised is based with NRC, the Consortium lead agency. The BRCiS Consortium Programme Coordinator is a member staff of the Consortium Management Unit (CMU) and works for Consortium Members (including Cesvi, Concern Worldwide, the IRC and Save the Children).

The Consortium programme Coordinator reports to the Consortium Programme Manager and works closely with the BRCiS Chief of Party, Consortium Finance Coordinator, the Consortium M&E and the Consortium Communication and Advocacy Manager to ensure quality program implementation and reporting in line with set objectives and guidelines.

Role and responsibilities

The purpose of the BRCiS Programme Coordinator position is to provide essential grant management support to Programme Manager in delivering quality programmes in line with the BRCiS Consortium strategy.

Generic responsibilities

  • Adherence to NRC policies, guidance and procedures
  • Coordinate and consolidate concept notes, project proposals and reports to donors
  • Coordinate and consolidate the donor reports, with support from the M&E Coordinator, as well as ensuring donor compliance and quality control
  • Facilitate the organization of proposal planning meetings, grant opening meetings, progress meetings, and grant closure meetings in collaboration with the Programme Manager
  • Ensure smooth implementation of planned project activities in collaboration with project staff of the partner agencies and in line with the approved budgets.

Specific responsibilities

  • Ensure that BRCiS Members staff have access to the appropriate tools and templates that they need to implement the BRCiS programme approach
  • Follow up on the progress of BRCiS Members towards adaptive management through regular bi-lateral conversations.
  • Collect and compile project coordination documentation: community action plans, documentation related to programme adaptations, documentation and data related to early warning systems.
  • Review project progress reports submitted by the partners; compile and consolidate reports for some of the Consortium projects.
  • Be responsible for timely communication with the programme staff in the field offices on project milestones and upcoming deadlines.
  • Keep the Consortium Management Unit informed about all programmatic issues of relevance to the overall management and coordination of the programme at field level.
  • Develop and maintain overview of grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database – forthcoming).
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations
  • Identify BRCiS Members programme staff training needs and initiate appropriate interventions to address the capacity gaps in order to mainstream the BRCiS programme approach, including adaptive management
  • Facilitate BRCiS trainings for all relevant field staff as delegated by the Programme manager
  • Contributes to the creation and animation of a network of field focal points among BRCiS Members staff;
  • Design and write quarterly updates based on programme information for external and internal consumption
  • Represent the consortium in appropriate meetings
  • Any other duties that enhance the objectives of the consortium

Qualifications

Generic professional competencies for this position:

  • Relevant university degree or higher education, preferably in international relations and/or development, social sciences or management.
  • 3+ years relevant experience of project management in the humanitarian sector
  • Knowledge of consortium management
  • Knowledge of resilience sector
  • Good understanding of donor rules and regulations (particularly DFID and DEVCO)
  • Skills and experience in report writing
  • Strong communication, coordination and interpersonal skills
  • Strong analytical skills (data and financial)
  • Excellent written and oral communication skills in English
  • Self-motivated, flexible and adaptable to the needs of the organisation
  • Ability to manage a varied workload, work under pressure, prioritise and meet deadlines
