Dimensions of Role:

Typical Responsibilities – Key End Results of Position:

  • Daily follow-up and review of staff and partner advances liquidations and entering in GL after approval
  • Ensure bank reconciliations are timely produced and reviewed for CFM approval and follow-up on un-reconciling items
  • Ensures monthly financial corporate WARO reports are performed and sent on time (Target Bank Balance, Finance Statistics, Partners outstanding advances report, etc)
  • Analyze / Review PU financial reports and prepare feedbacks to PUMs
  • Participates to the budgeting process and ensures that operational plans are consistent with the approved budgets.
  • Reviews budget entries in SAP and keeps records of budget modifications on file.
  • Weekly updating of SAP with GL expenditure export file,
  • Preparation of countrywide Budget Vs Actual monthly analysis for CMT information and decision making on budget burning situation.
  • Staff training on financial processes
  • Support field planning processes and actively participates in partners and field based community organizations (CMP) training and empowerment.
  • Train staff and partners on fraud risks awareness and test effectiveness of current controls.
  • Ensure appropriate financial controls processes, procedures and systems are in place and adhered to countrywide.
  • Follow up finance-related audits with partners and ensure adequate actions lists are developed to tackle issues immediately.
  • Perform expenditures analyses with cost effectiveness of operations orientation.

Grants financial reporting and record keeping are thorough, well maintained and accurate

  • Accurate maintenance of grants expenditure records including supporting documentation which is approved by the appropriate authority
  • Review of financial reporting prepared for submission to donors to ensure it is accurate and on time
  • Maintaining close monitoring of advances to partners, expenditure reporting by partners and complete supporting documentation

Plan Liberia management and teams are supported by effective financial services, financial information and advice

  • Support the Country Finance Manager in the preparation of funding requests and communicating other business plans to the regional office
  • Produce unit report and country office results against budget, provide and suggest other key financial measures to the Country Finance Manager including advising on issues
  • Support payroll, regulatory returns and tax compliance as required
  • Ensure financial due diligence of partners is completed as part of partner assessment processes

Budgeting and planning is based on excellent and timely financial data

  • Consolidate country operational budgets and submit to the country Finance Manager for review

Financial reporting and cash management is accurate and compliant with established policies and procedures

  • Draft and submit flow charts for key financial processes to the Country Finance Manager for reivew
  • Regularly update the financial authorisation matrix and submit to the Country Finance Manager
  • Ensure finance related audit actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms of audit reports

Indicators for success:

  • Country office and PUs compliance with financial reporting policies and procedures

Dealing with Problems:

  • The role requires the ability to analyse data, qualitative indicators and reported issues to determine key risks, adverse trends and the appropriate corrective measures
  • An ability to arbitrate between parties and to find solutions to difficult financial issues in an evolving development/emergency context is necessary
  • Sudden emergency situations are not unusual in Liberia the post holder must be ready to support the financial management of response programs

Communications and Working Relationships:

  • Reports to the Country Finance Manager.
  • Assist the Country Finance Manager in managing the performance of Country Finance staff and maintains regular communications and good working relationships with CMT
  • Regular participation in national INGO finance networks
