Background As part of achieving the Climate Resilient Green Economy Strategy’s goals for the forest sector, targets set in the NFSDP and as part of its REDD+ Implementation Plan, the Ministry of Environment, Forest and Climate Change (MEFCC) is setting up a Forest Sector Transformation Unit (FSTU). The FSTU is formed to create a multi-sectoral coordination platform to bring about transformational change in the forest sector through initiating innovative approaches and guide implementation, compile lessons/challenges for adoption, promote engagement with private sector and CSOs in forest sector/REDD+ undertaking as well as to analyze the policy environment and the roles of the forest sector in achieving the CRGE objectives.

The unit is to be set up for highly capable professionals who are distinctive in their field and energized about the development of Ethiopia and its forest sector. The unit will focus on supporting implementation of forestry initiatives under the REDD+ Implementation Plan with the ministry as well as building a broader portfolio of initiatives with the private sector and civil society that will allow rapid scale and impact in both afforestation / reforestation as well as forest protection in Ethiopia.

The FSTU is seeking a Business Development Analyst who will work in the Project Development and Resource Mobilization team to build a pipeline of bankable new forest development projects. The Project Development and Resource Mobilization Team is expected to play a critical role in achieving the ambitious goals of the government for the forest sector through identification of new projects, piloting of these projects, and then supporting scale-up of successful projects (including identifying partners and mobilizing resources to support scale-up). This is a hands-on and exciting opportunity to be at the front and center of strengthening Ethiopia’s forestry sector from the ground up and drive the development and execution of ambitious and innovative new initiatives throughout the sector.

Duties and Responsibilities The Business Development Analyst will work with the Business Development Manager (head of the Project Development and Resource Mobilization team) to build a pipeline of bankable new forest development models for piloting and scale-up in the Ethiopian forest sector. Specifically, the Analyst will:

  • Support engagement with other sector ministries, development partners, civil society organizations, and private sector partners to identify new forest development models
  • Build business cases for these new models, in collaboration with partners and stakeholders. This includes looking at the financial business case as well as the overall forest sector business case (impact on forest sector goals), as well as assessing risks to implementation
  • Supporting calls for proposals or other tender mechanisms to secure partners for piloting and scale-up of these new models
  • Supporting the Business Development Manager in analysing and refreshing the overall project pipeline, including tracking overall impact and risk/return across the pipeline
  • Supporting the business development manager in identifying and selection of pilots;
  • Supporting ~1-3 pilots at a time, including monitoring progress, identify issues and helping resolve with implementing partners, and identifying opportunities for improvement in collaboration with implementing partners
  • Supporting the implementation of the pilots;
  • Supporting scale-up of ~1-3 successful pilots, including building a larger scale business case to supporting attraction of funding for those pilots and supporting scale-up with Project Delivery Support team, implementing partners, Regional RCUs, or other relevant bodies

Support the Business Development Manager in broader tasks such as:

  • Planning for and hosting project coordination meetings
  • Developing and maintaining strong project pipeline tools / guides / trainings for the Forest Sector Transformation Unit and programs supported

Competencies

  • Experience in financial modelling and business case development, preferably in a strategy, business development, consulting, or investment (private equity, venture capital, impact investing, etc) environment
  • Experience in working in teams to deliver demonstrated results
  • Willingness and ability to learn on the job, keen to undertake training and on the job development
  • Excellent computer literacy including standard office applications such as MS Office packages Word, Excel, PowerPoint, Database/Access as well as statistical techniques

Required Skills and Experience Education:

  • BA/BSc and MA MSc degree in business, management, finance, economics, project management, or related subject areas

Experience:

  • Minimum 6 years of work experience with Bachelors and 4 years of experience with Masters
  • Experience in financial modelling and business case development (preferably in strategy, business development, consulting, or investment environments)

Language requirements:

  • Fluency in English is required

UNDP role in UN coordination

UN coordination is a key priority for UNDP and a commitment in our Strategic Plan. The UNDP Administrator is the Chair of the UN Development Group (UNDG), which unites the funds, programmes, specialized agencies, departments and offices of the UN system that play a role in development. Created by former UN Secretary-General Kofi Annan and endorsed by the General Assembly, the UNDG seeks to ‘facilitate joint policy formulation, encourage programmatic collaboration and realize management efficiencies’ among UN agencies.

At the country level, this interagency structure is embedded in the Resident Coordinator System (RCS), which encompasses all organizations of the United Nations system with operational activities for development. The RCS is managed by UNDP on behalf of the entire system. The Resident Coordinator function is carried by the UNDP Resident Representative. As the designated representative of the Secretary-General, the Resident Coordinator is the leader of the UN Country Team (UNCT) and plays a central role in coordinating the UN’s development operations and ensuring alignment with national priorities. UNDP provides the lion’s share of the resources needed to maintain the RC system in over 130 countries. The remainder of the RCS funding comes from a cost-sharing arrangement between all participating agencies.
