Who we are

SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. The organization started its humanitarian work with the opening of its first Village in Mekelle, Northern part of Ethiopia in 1974. Since beginning it’s operation, the organization has been providing life-saving provisions such as food, water and health services for a very significant number of children devastated by severe drought and the subsequent famine.

Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; SOS Children’s Villages Ethiopia aspires that every child  grows up with love, respect and security.

Objective

Currently SOS Children’s Villages Ethiopia is applying Generally Accepted Accounting Principle /GAAP/ for preparation/Reporting of their Financial statements. While, SOS Children’s Villages Ethiopia is  also required to comply with and adopt IPSAS for preparation of the  financial statements for accounting periods beginning from January 01, 2019 onwards. By its nature, the implementation of IPSA is complex so that it is important to get the right accounting treatment to minimize the risk of incompliance with IPSAS requirements and to update the organization accounting and other relevant policies to reflect the changes required in the new standard. Accordingly, SOS Children’s Villages Ethiopia invites Request for Proposal (RFP) from potential candidates for consultancy service for implementation of IPSAS as per the Terms of Reference given below.

Scope and Deliverable of work

  • Diagnostic Study and gap analysis b/n the existing framework & IPSAS and impact analysis
  • Design Processes/System Changes
  • Generation of IPSAS Financial Reports including Disclosures
  • Validation of IPSAS financial Reports and Assistance during Review

Job Requirements

Competency and Expertise required

  • The consultancy service will ideally be conducted by team of professional consultants, which are expected to demonstrate strong credential in IPSAS implementation in International Non-Governmental Organization.
  • The team should consist of at least one chief consultant or senior level professional expert/expert knowledge on IPSAS/ should be CA/ACCA/CPA with minimum of 5 years of experience in the areas of audit, accounting etc. (Working on IPSAS implementation for International Non-Governmental Organization is advantageous).
  • There should be minimum one qualified accountant having at least 5 years of post-qualified experience in the field of accounting, auditing and consultancies services and one IT expert

Consultancy firms proposing to undertake this assignment should submit their proposals in two separate and sealed envelopes containing Technical (Technical Bid) and financial proposals for engagement  before  June 26 , 2019 on working hours(8:00 AM-5:00PM)
