Livelihoods Improvement for Women and Youth (LI-WAY) is a five-year program implemented by a consortium of partners composed of SNV Netherlands Development Organization (lead), Mercy Corps, Techno Serve and Save the Children with the financial support from Swedish International Development Cooperation Agency.
Objectives of the assignment
The overall purpose of this consultancy assignment is to conduct a survey of women and youth owned informal micro-enterprises for generating range of intervention ideas that would bring improved income of owners and their employers.
Specifically, the selected consultants will
- Develop a gender and youth inclusive detailed survey methodology and tools that are targeting informal microenterprises in Addis Ababa.
- Identify key constraints and their underlying causes of women and youth-owned informal microenterprises that are preventing them from participating and benefiting from existing development opportunities.
- Identify and propose range of intervention areas and recommendations that have potential to be piloted with relevant private and/or public actors to bring inclusive market system change.
- Identify and map potential stakeholders who have relevant capacity and incentive for unleashing the potential of informal enterprises.
Job Requirements
The consultant will have the following experience and qualification:
- Master degree or equivalent qualification in economics, statistics, business administration, marketing and related fields.
- A minimum of one year experience in conducting similar assignments, preferably in Addis Ababa city administration.
- Previous experience in microenterprise sector related to survey and assessments is a plus.
- In-depth analytical and reporting skills.
- Experience in market systems development, preferably in urban contexts. Related experience in Addis Ababa city administration is a plus.
- Experience in gender and youth programmes.

Interested applicants must submit the following documentation:
- A comprehensive curriculum vita;
- Implementation plan (technical proposal) in accordance with the scope of work, expected outputs and deliverable provided for herein.
- Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs. The price submitted should include any applicable tax.
- Copy of business license, tax registration certificate and or any other legal documents should be annexed.
The submitted plan will be evaluated in terms of the quality of complete coverage of all aspects of the terms of reference, timeliness in relation to research, analysis and production of a draft report as well as compliance with qualifications as provided for herein.
