GUIDANCE NOTES

The Federal Government of Somalia Education Cannot Wait (ECW) Multi-Year Resilience Programme (MYRP) is inviting interested Education in Emergencies partners to submit concept notes for ECW MYRP Funding to be implemented during the period of 2019 and 2021.

Concept Notes must be in line with the Education Cannot Wait MYRP FGS proposal, the ECW MYRP Request for Proposals, including the Education Cannot Wait’s five Outcomes of access, quality, equity and gender equality, system strengthening and protection.

Prior to submitting the concept note, please review the eligibility criteria carefully.

Concept note submission deadline:

24 July 2019 at 5:00pm

No late submissions will be accepted.

1) Technical proposal (technical capabilities)

2) Financial proposal (Financial capabilities & agency fees)

3) Narrative proposal (the standard template)

4) High-level logframe (the standard template)

5) Certificate of Registration by Federal Government of Somalia (attachment)

Incomplete applications will not be considered.

Eligibility criteria for the receipt of ECW Seed Funding:

Implementing partners must:

Administrative requirements

  • be registered with the Federal Government of Somalia

Eligibility criteria

· Risk management eligibility

· Be an active EiEWG partner

· Regular reporting of Education activities through the Education sector coordination body Education Cluster 4W matrix maintaining desired quality and information/data

· Have a recognized presence and recognized Education activities in the affected/concerned area

· Have a recognized presence and recognized Education activities in the affected/concerned area

Operational requirements

  • have or had (within the last 2 years) existing education programming (preference for proven EiE programming experience) in Somalia
  • propose a project duration of 12 months – starting not earlier than 1st August 2019

Technical capacity requirements

  • have the capacity to immediately implement education project
  • directly responds to the content and priorities set out in the Request for Proposals and propose a project aligned to the Somalia ECW MYRP proposal;
  • demonstrate solid technical quality and alignment with national and global education policies and EiE standards;
  • demonstrate solid administration and financial management system and tools in placed for managing funds
  • demonstrate ability to report against the ECW mandatory indicators and the joint Programme Results Framework (as included in the ECW MYRP proposal);
  • Demonstrate ability to adequately and appropriately address gender and disability inclusion in their programming.

Budgetary requirements

  • Propose a project budget with a minimum of US$ 300,000.00 funding request.

Notes

Only one organization can be an applicant per application. That is, no multiple submissions (as main and/or sub-applicant) are eligible.

National NGOs are strongly encouraged to apply.

Guidance for completion of the template:

  • See specific guidance included at the relevant sections.
  • ECW expects to fund organizations that can both demonstrate strong technical quality education service delivery, and effectively coordinate with the ECW MYRP Grantee (ADRA Somalia), MoECHE, State level MoEs, EiE Working Group, Education Cluster and other EiE stakeholders.
  • Harmonization of delivery of sound and context-specific technical approaches will be key throughout the planning and implementation of the programme and individual projects. Reporting to an established Joint Results Framework will also be key to the success of the programme. Organizations are expected to demonstrate their ability and commitment in both the pre-selection and final selection stage to such harmonization efforts for the entire FGS Somalia ECW MYRP.

If all criteria are met, the Concept Note and other application information will be reviewed and scored based on the set scoring criteria using the standard concept note appraisal template. If any one of the above criteria is not met, the proposal is INELIGIBLE and will not be considered for short listing.
