Study on the Perceptions of Host Communities, in Libya, towards Migrants
1. Background
The Regional Development and Protection Programme North Africa – Development Pillar (RDPP NA DEV), funded by the European Union and implemented by the International Organization for Migration (IOM), is a regional project aimed at strengthening the resilience of communities, supporting social cohesion between migrant and host communities, as well as improving the realisation of the rights of migrants. It also aims to enhance livelihood opportunities of migrants and host communities, within its five project countries – Algeria, Egypt, Libya, Morocco, and Tunisia.
In support of its objective of improving social cohesion between migrants and host communities, IOM Libya proposes to conduct a study analysing the perceptions of host communities, in Benghazi, towards migrants.
2. Objective of the consultancy
The objective of the consultancy is to provide updated quantitative and qualitative analysis on perceptions towards migrants in Benghazi. Although full use is expected to be made of secondary data, recent quantitative data are lacking. The study will therefore be primarily based on mixed-methods primary research. In addition to providing updated statistically representative data on perceptions towards migrants, the data will be used as baseline data for phase II of the RDPP, which will begin implementation in 2019.
3. Scope of Work
The study will focus on Benghazi. The target group will be host communities. Statistically representative quantitative data should be collected and analysed, and should be disaggregated by factors including: gender; age; employment status; location. The quantitative data should be complemented by qualitative data. Qualitative data can be collected through methods such as focus group discussions (FGDs) and in-depth interviews (IDIs).
The study should include, at a minimum, the following information:
- Perceptions of various populations of host communities (young/old; employed/unemployed; skilled/unskilled; men/women; etc.) towards various categories of migrants (by nationality; age; gender; length of stay in Libya; legal status; etc.).
- Evolution of perceptions towards migrants.
- Frequency and type of interactions between host communities and migrants.
- Quantitative and qualitative perceptions of positive and/or negative impacts of migrants on host communities.
- Qualitative information on reasons that particular perceptions are held.
The methodology of the assessment will include, but is not limited to:
- Desk review, including review of existing reports and data.
- Representative quantitative surveys of populations of Tripoli, Benghazi and Sebha.
- A series of FGDs and IDIs with target populations (i.e. host communities).
- Compilation and analysis of collected data and information.
- Preparation of a final report, with presentation of analysed data, information and narrative.
All aspects of the methodology shall be developed in close coordination with IOM Libya, and the managing mission of the RDPP, IOM Tunisia.
4. Key deliverables and delivery schedule
Expected outputs to be produced by the contractor are:
- Inception report including: sampling strategy; questionnaire/tools for quantitative and qualitative data collection; methodology and timeline for data collection and analysis.
- Draft report (structure to be agreed jointly by IOM and contractor) containing statistical analysis of quantitative data, supported by analysis of qualitative data.
- Final report, incorporating IOM feedback.
- All raw data (quantitative and qualitative) needs to be submitted to IOM.
5. Competencies required
- Qualified researcher(s) with advanced university degrees in quantitative and qualitative research methods, economics, and/or development studies, or other relevant disciplines.
- Good knowledge of the migration, socioeconomic and political dynamics of Benghazi.
- Experience in social cohesion promotion programming and/or research in Libya.
- At least five years of experience in quantitative and qualitative data collection and analysis.
- Excellent report writing skills, and ability to meet deadlines.
- Previous experience in publishing peer reviewed research would be an advantage.
Proposal submission instructions
Proposals must include two components: technical proposal and financial proposal, submitted as separate files.
The technical proposal must include the following components:
- Organisation’s background and experience in conducting similar studies.
- Clear methodology of the necessary activities to satisfy the ToR, including proposed quantitative and qualitative sampling strategies, sample sizes, etc.
- A detailed work plan, clearly presenting the activity action plan in accordance with the number of the required days.
- Curricula of senior technical team members.
Financial proposal: Please include a detailed budget clearly showing all budget lines and its relevance to the proposal. The maximum budget is USD 20,000.

2. Application review information
Following the submission deadline, a Proposal Review Committee (PRC) will convene to review all applications. Shortlisted organisations shall be contacted. The PRC will evaluate applications based on:
i. Relevant experience and past performance of applicant organisation.
ii. Quality of technical proposal.
iii. Relevant experience of technical experts.
iv. Financial proposal.
3. Ownership of outputs and data
All reports and data prepared by contractor in connection with the services performed under this ToR shall be the sole property of IOM and shall not be used by contractor in connection with any other activity.
