The UK is providing £14,3 million to support a pilot programme to develop regional staple food markets in West Africa over five-years (2014 – 2019). The West Africa Food Markets (WAFM) programme seeks to positively impact on food security in the region by supporting pilot projects on how to increase food availability and to promote increased trade in food staples across two corridors: Ghana / Burkina Faso and Nigeria / Niger. Specifically, the programme seeks to promote growth in staple crop production, leading to increased processed food trade by WAFM grantees and other actors and stakeholders via a Challenge Fund (CF) and a Policy Facility (PF). The Challenge Fund supports innovative applications from private sector actors seeking to trade staple foods across these borders, and the Policy Facility supports private and non-profit actors seeking to remove policy barriers preventing food trade across borders.
WAFM is looking for specialist servic es to research and communicate key learning of the programme to its key stakeholders and wider audience. This will contribute to the broader evidence and lessons on food markets development and highlight key areas of the programme’s success.
Scope of Work
The scope of the work is twofold:
* Develop a broader, organised bank of primary and secondary research, including videos, on experiences and lessons learned in the Policy and Challenge Fund work at WAFM.
* Identify and develop appropriately packaged cases, infographics and a short film out of the evidence bank
In consultation with the WAFM Team Leader and Monitoring & Result Measurement Manager, the consultant will:
* Review existing program evidence and quickly grasp the workings of WAFM
* Interview key WAFM staff, 12 grantees representatives and beneficiaries to gather specific evidence and narratives relating to the programme
* Collate and organise the evidence and narratives into a set of structured documents, i.e. the evidence bank
* Convert the selected narratives from the evidence bank into appropriate case studies of reviewable quality, infographics and a short film.
* Respond to comments and feedback from internal and external reviewers and incorporate these into final version(s)
* Final edits, proof reading and formatting.
The timeframe is from middle November 2018 to middle February 2019.
Deliverables
* Bank of primary and secondary research is shared with WAFM
* 12 case studies, 1 for each grantee, are produced (1-5 A4 pages each);
* 3 case studies on Policy Facility work done by WAFM (1-5 A4 pages each);
* 15 infographics linked to the case studies above (1 A4 page each)
* 1 short film or animation (5/10 minutes)
Key Selection Criteria
* Strong conceptual understanding of the Market Systems Development (MSD) approach, with practical field experience, preferably within the West African context
* Proven track record producing written case studies, infographics and short films, preferably on market systems programs
* Proven experience in applying qualitative and quantitative research methods
* Strong written and verbal communication skills in English and French
Functional Relationships
The consultant will:
* Report to the WAFM Team Leader with oversight from the Programme Manager
* Work in close collaboration with the Challenge Fund lead, the Policy Facility lead and the Monitoring & Result Measurement Manager.
* Respond to coordinated feedback and guidance from the WAFM team and external reviewers as required
