Position Summary:

The Capacity Building and Sustainability Advisor will coordinate and lead the planning and implementation of capacity building and sustainability efforts for ICAP’s proposed CDC-funded project, Accelerating Lesotho’s Progress to Epidemic Control Through Health System Strengthening and Delivery of Comprehensive HIV/TB Care, Treatment and Prevention Services under PEPFAR (CDC-RFA-GH20-2045). The incumbent will lead these efforts in collaboration with the Ministry of Health (MOH) and other local institutions and stakeholders.
The position is contingent upon availability of grant funding

Major Accountabilities:

  • Oversees the planning, initiation, and implementation of capacity building and sustainability efforts related to the project and supervises project staff to ensure effective delivery of these services, including training sessions.
  • Facilitates capacity building activities at local institutions and the MOH to ensure increased capacity among staff to manage HIV/tuberculosis (TB) programs.
  • Supports the development and implementation of innovative and sustainable approaches for HIV/TB prevention and treatment in supported facilities.
  • Manages the development of work plans, monitors project implementation, and project-related reporting.
  • Ensures that project activities are effectively supported in the technical, programmatic, financial, and administrative domains.
  • Supports the development and execution of sub-agreements with collaborating partners.
  • Manages the logistics, content, and evaluation of project-related meetings, conferences, training, and workshops.
  • Synthesizes and disseminates lessons learned and best practices to key stakeholders, donors, and ICAP headquarters.
  • Ensures the integration and use of monitoring and evaluation activities within the project-related activities.

Education:

  • An advanced degree in public health, public administration, or related fields.

Experience, Skills, and Minimum Qualifications:

  • At least five years of project management experience, preferably in the areas of technical assistance, capacity building, and HIV/AIDS.
  • Excellent communication, writing, and quantitative skills.
  • Ability to establish and maintain effective working relationships with donors, implementing partners, and other stakeholders.
  • Excellent interpersonal skills.
  • Ability to manage multiple priorities and projects while working as part of a team.
  • Experience working with U.S. Government or other bi-lateral donors preferred.
  • Written and spoken English proficiency.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
