Project overview

  1. Kenya Skills for Prosperity Project (KS4P) is a two and half year initiative financed by the Foreign, Commonwealth & Development Office (FCDO), and implemented by Leonard Cheshire (LC) in partnership with the International Labour Organization (ILO) Kenya and the Open University (OU).
  2. The project is designed to tackle youth unemployment by improving equity, quality, relevance, and cost effectiveness of higher education (HE) and technical and vocational education and training (TVET) in Kenya. KS4P therefore aims to enhance skills development systems, policies, services and institutions and to create an enabling environment for young people, especially from the marginalized groups to access job opportunities in industries key to Kenya’s national economic growth.
  3. Over a period of 30 months, the ILO, within the consortium, will lead on providing evidence-based technical assistance to the Government of Kenya in the following areas of intervention:
  • Institutional capacity building of key TVET Agencies and other national skills development systems and structures, and strengthening of their linkages with industries,
  • Quality and relevant CBET implementation including technical assistance to targeted TVET institutions and support towards building the capacity of TVET teachers on effective pedagogical approaches as well as enhancing their continuous professional development.
  1. The desired outcomes are:
    1. EQUITY: Improved equity in access to the provision of TVET and HE in the public sectors and improved progression to employment for marginalized groups.
    2. QUALITY: Improved quality of learning outcomes from TVET and HE provision in the public sectors.
    3. Improved RELEVANCE of TVET and HE to the skills set needed by industry in areas key to national economic development.
    4. COST EFFECTIVENESS: Improved affordability of TVET and HE provision & a conducive environment for resourcing in areas key to national economic development.
  2. The impact of KS4P is therefore to increase capacity for inclusive economic growth due to more productive and equitable skills sectors thus improving the employability, employment opportunities and the earning potential of beneficiaries and thereby contributing to poverty reduction in Kenya.

Rationale of the Assignment

  1. Competency Based Education and Training (CBET) is a structured approach to training and assessment that is directed toward achieving specific outcomes. It is about assisting individuals to acquire knowledge, skills and right attitudes with a view to performing a task to a specified standard under certain conditions. The emphasis in competency-based training is on “performing” rather than just “knowing”. Competency is defined in terms of what a person is required to do (performance), the conditions under which it is to be done (environment) and how well it is to be done (standards). This can only be achieved by use of appropriate training methods that are practical oriented
  2. The skills development system in Kenya has been following a curriculum based on time-bound approach rather than demand driven approach. The summative evaluation in most of the courses through institutional based and end of school examination cycle is based on a centralized standard curriculum. The cycle does not adequately measure trainees’ ability and dictates training/learning process towards examinations as opposed to assessment of the attainment of skills and competencies.
  3. In response to the changing industry demands and increasing diversity of trainee needs, a fundamental redesign of the curriculum is necessary. Hence, the formulation and development of CBET Framework that forms the foundation for the new curriculum by the government of Kenya.
  4. As part of Technical assistance to the GoK, the ILO in Partnership with TVETA developed CBET manual to be used for capacity building of the Technical, Vocational Education and Training (TVET) practitioners for effective implementation of CBET programmes as well as aligning to Competency Based Curriculum (CBC) as offered in Basic Education. This consultancy therefore seeks the services of a qualified TVET practitioner to support in building the capacity of key CBET curricula developers, verifiers and assessors in Kenya.
  5. The Assignment has the following specific objectives:
  • To improve the capacity of TVET practitioners to deliver Competency based Education and Training Curricula.
  • To strengthen the capacity of TVETA’s departmental heads in regulating implementation of Competency based Education and Training in Kenya.
  • To support logistics around training delivery

Scope of work

  1. The consultant will be expected toconduct atraining and build the Capacity of Technical, Vocational Education and Training (TVET) practitioners from seven counties namely Busia, Garissa, Kisumu, Mombasa, Nairobi, Trans-Nzoia and Turkana. The consultant is expected to achieve the following.

Expected Deliverables

  1. The following are expected deliverables for this consultancy**.**
    1. Inception report detailing how the training will be conducted.
    2. Deliver training on each of the Learning Outcomes for each unit of competency (CBET Manual to be provided to a succesful candidate)
    3. Provide a comprehensive training report.

Time frame

  1. The consultant should ensure that the operations are carried out within 25 days from the date of signing of contract. The consultant is expected to complete the assignment by 15th of March 2023

Deliverable

  • Inception Report by 17th February, 2023
  • Training of 70 TVET Trainers on Digital content pedagogy by 20th February-13th March 2023
  • Final Report submission by 15th March 2023

Desired competencies and Evaluation Criteria

  1. The consultant(s)/Firm should meet the following requirements
    • Proven experience in the TVET training and professional training in CBET approach CBET
    • Prior experience in working with UN and other International/National NGOs will be an added advantage.
    • Evaluation criteria: 1) Technical proposal – 50 Marks; 2) Qualifications and experience – Academic qualifications from a recognized university in the related field, preferably in the education sector or technical sciences – 5 Marks ; 3) At least 7 years’ proven experience in working with the education sector and developing curriculum, learning guides and assessment tools, preferably in a developing country – 20 marks; 4) Good knowledge and understanding of the education sector in Kenya and/or other developing country. Experience working with TVETA is required – 20 Marks; 5) Excellent research, analytical, and report writing skills in English – 5 Marks
  2. Only shortlisted Individuals shall be asked to provide referees and evidence of past work for similar assignments. Incomplete proposals shall not be evaluated.

Other special conditions are:

  • The Consultant shall sign a non-disclosure agreement with TVET Authority
  • The Consultant may be subjected to vetting by relevant authorities, if necessary.

Reporting and feedback

  • On the commencement of the assignment, the consultant (s) shall present an inception report to ILO National Project Coordinator on how he/she intends to execute the assignment. Upon approval, the consultant(s) shall immediately embark on the assignment.

Contract terms and application process

  1. ILO’s IGDS Number 224 (Version 1) shall guide deliverables and payments on External Collaboration consultancy assignments.

Payment Schedule

40% of the contract amount upon submission of Inception Report and Training of Kenya Coast National Polytechnic Trainers

60% of the contract amount upon completion of all curriculum development Workshops, validation Workshop with Stakeholders and Final Report submission
