Building on its predecessor, the Regional Disease Preparedness Programme, TDDAP is a new disease prevention and management programme funded by the UK Department for International Development (DFID). The aim of this programme is to save lives and reduce the impact of communicable disease outbreaks and epidemics on African populations by strengthening health systems and institutions. Delivered by WHO Africa Regional Office (WHO AFRO), a Third-Party Monitoring Supplier and the Technical Supplier (contract still to be awarded) the aims of this programme will be met through supporting: reform of WHO AFRO to deliver better on health security; countries to enhance capabilities to achieve the International Health Regulations (IHRs) based on assessment and prioritisation; better governance and accountability of public health systems for disease preparedness and health security; improved data and evidence; and a contingency mechanism should a pre-crisis situation arise.
In anticipation of this Technical Supplier contract being awarded, THET is now seeking a Capacity Development and Partnership Adviser[1]to undertake the following activities.
A. Key Responsibilities
1. Establish strong partnerships with, and facilitate strong partnerships between, stakeholders at national and international levels
· Build effective relations and coordinate with national and international authorities, delivery-partners and other stakeholders, often at senior levels
· Build synergies and deliver an integrated programme, linking where appropriate with other large-scale programmes such as the Fleming Fund
· Facilitate high standards of coordination, learning and networking between organisations and partnerships
· Ensure the co-development and delivery of plans between UK and in-country partners to address key capacity gaps in the development and roll-out of IHRs in line with WHO agreed standards of good practice
2. Project and Financial Management
- Develop and oversee the delivery of THET’s contribution to the TDDAP project
- Ensure reports are produced in accordance with the lead agencies requirements and timelines
- Ensure any financial activity is undertaken within THET’s and the lead agencies requirements and standards.
B. Requirements for this role
- Experience working at senior levels with governments and international organisations, particularly in the health sector
- Knowledge of the health sector in Cote D’Ivoire
- Some knowledge of the health sector in Cameroon, Niger, Mali and Chad desirable
- Proven experience managing large-scale donor programmes with project management experience and knowledge
- Proven experience working with, coordinating and facilitating international health partnerships to build capacity and increase ownership
- Strong capacity development expertise and knowledge of International Health Regulation
- Strong networker with proven representational skills
- Excellent written and spoken English, with experience of donor report writing.
- Degree level education. [Public health or related discipline preferred.]
- Analytical skills and demonstrable ability to think strategically
- Flexibility and adaptability and able to respond well to changing priorities or requirements.
- Fluent French speaking and writing.
