Overall goal: To influence the Ministry of Education’s inclusive education model.

The aim of the capitalisation is to start modelizing what has been piloted to support the decision makers of the Ministry of Education, and therefore to influence the design of the inclusive education policy and the strategic plan. It should be a document of reference for duplication/ scaling up of inclusive education in the country. The capitalisation should inform relevant package for children having light and severe disabilities, with a focus on children having a sensorial impairment (visual & hearing).

Objectives: This capitalisation should provide lessons learnt from the pilots; guidance on how to replicate the model in other schools in Senegal; limitations of the experience; and recommendations to support improvement of our current practices in term of sustainability and scalability.

Expected results: The capitalisation should gather good experiences in including children with disabilities in the mainstream education system in Senegal. Existing minimum standards of inclusive education in Senegal should be presented, based on the 2 pilot projects implemented by the 2 organizations in Senegal since 2008 in the Casamance and Dakar regions for Handicap International, and since 2011 in the Dakar region for Sightsavers.

Deliverables: The expected format of the capitalisation is not a long report, but a practical guide (40 pages max) about necessary steps to ensure inclusive education, with technical sheets to illustrate minimum standards and approaches taken. This guide is addressed to the Ministry of Education (DEE, IA, IEF, CAP) and other partners (donors, bilateral cooperation, UN agencies, INGOs, etc…) who might want to replicate or be inspired. The document should be submitted in French.

The expected format of the capitalisation would be:

  • Summary: 3 pages
  • Introduction: objectives and expected results: 1 page
  • Context of the education system in Senegal, laws, and existing approaches / gaps related to the education of children with disabilities: 2 pages
  • General inclusive education approaches promoted by the 2 organizations: necessary steps and minimum standards, illustrated by technical sheets: 30 pages, see below
  • Specialized approaches for particular types of disability (blind and deaf children): see below
  • Recommendations to modelize and scale up: 4 to 6 pages
  • Annexes: resources, Monitoring and Evaluation forms, Terms of reference & methodology used for the capitalisation…: 10 pages

Technical sheets: each sheet would be of 2 pages max (recto verso), with illustrations, schemes, photos, etc… The sheet would explain the chosen approach, good case study, lessons learnt and limitations. The sheets could be ordered as below:

  1. Community sensitization & responsibilities (parents, community actors, mothers, DPOs, APE…)
  2. Identification of children with disabilities
  3. Referral & provision of health and social services (medical screening, equity card, scholarship…)
  4. Support from local councils in the decentralization process
  5. School environment (accessibility, security, stigmatization within the school)
  6. Referent teachers / AVS
  7. Inclusive pedagogy promoted in the classroom
  8. Adapted didactic material / inclusive teaching & learning material
  9. Specific system for blind children (assistive devices, learning aids, pedagogy)
  10. Specific system for deaf children (assistive devices, learning aids, pedagogy)
  11. Initial training for student teachers in teacher training colleges
  12. In-service training and continual professional development for teachers in schools
  13. Evaluation of competences & learning
  14. Monitoring & evaluation systems in place in the Ministry of Education and academic inspections
  15. Policy change (design of an inclusive education policy, set up of a inclusive education coordination within the Ministry of Education and task force, costing study…)

A feedback workshop facilitated by the consultant, gathering key stakeholders (e.g. Ministry of Education, Disabled Persons Organizations, UNICEF, UNESCO…) is also expected to ensure co-production and validation of the findings.

Key questions / lines of inquiry: The consultant will submit a technical proposal articulating expected results and deliverables with the methodology.

Proposed methodology: The consultant will do:

  • Desk review and interviews with Sightsavers and HI: 8 days
  • Travel to Senegal: 1 day
  • Field visits: 10 days
  • Travel and field visits of 2 HI schools in Ziguinchor: 3 days
  • Field visits of 3 Sightsavers schools and 2 HI schools in Dakar: 5 days
  • Meetings of strategic stakeholders: 1,5 days
  • Feedback workshop: 0,5 day
  • Travel back from Senegal: 1 day
  • Writing of the report (including technical sheets): 15 days
  • TOTAL: 35 days

Méthodology:

  • Interview of strategic stakeholders and decision-makers at institutional level (Ministries of Education, Social Affairs, academic inspections, CRFPE, mayors…).
  • Revision of data collection tools
  • Skypes and face to face meetings with Sightsavers and HI staffs (from headquarters and Senegal)
  • Field visits: 3 schools in Dakar (Sightsavers schools), 2 schools in Dakar (Handicap international schools), 2 schools in Ziguinchor (HI schools)
  • FGD with community and civil society actors (parents, DPOs, mothers club, APE, area committees).
  • FGD with children with disabilities.
  • FGD with teachers.
  • Provision of a draft report, as support for a half day feedback workshop with key partners and decision-makers.
  • Final deliverable (guide) validated by Sightsavers and Handicap International.

Timing: The best timing to conduct this work is in October or November 2018 (the latest), knowing that the capitalisation should be used as a key product during the design process of the inclusive education policy for Senegal, planned with UNICEF in late 2018.

Consultant: An international consultant is expected for this work, with a profile of specialist in inclusive education/ special education & disability, with knowledge & experience in the West Africa context, with knowledge on the Senegal education system. The consultant should be fluent in French and English, both in speaking and writing.

Recruitment process: The ToR will be advertised internationally and nationally. The selection of the consultant, based on the CVs and technical / financial proposals, will be operated by the 2 organizations in April.
