Leads and directs the overall technical and financial leadership and management support for the Service Center. Plans and directs project activities to ensure the Service Center complies with financial, human resources, implementation, reporting and evaluation procedures.  Selects, develops and evaluates personnel to ensure the efficient operation of the function.

Key Roles/Responsibilities:

  • Responsible for daily oversight and direction of center activities;
  • Coordinates the activities of the center and center staff in the following areas:
    • Work in coordination with the project sponsor Department of Clinical Research (DCR)/NIAID
    • Coordinate activities to support the goals of the services coordination identified above
  • Communicates and interacts directly with Sponsor, executive, administrative, technical, and program management personnel, both internally and externally
  • Coordinates identified needs assessments for site supply needs, and ensures staffing to coordinate program requests for supplies to include, but not limited to;
    • Research laboratory equipment/supplies
    • Study office supplies
    • Other operations supplies, as directed
  • Oversee planning and implementation of center activities, including reporting, tracking of Performance Monitoring Plan and implementation of the project work plan;
  • Oversees arrangement and coordination of in-country scientific meetings, seminars and conferences, including logistical matters such as locations, times, participants, agendas and schedules
  • Oversees complex domestic and international travel logistics and arrangements per established Federal Travel Regulations (FTR)
  • Supervise the recruitment, hiring, and supervision of all local staff and consultants.
  • Position located in Conakry, Guinea/ Monrovia, Liberia

Qualifications:

Requirements for the following knowledge, skills, and abilities:

  • Education requirements to be determined; Masters or baccalaureate level with 2-5 years’ experience
  • Seven (7) years of progressively responsible administrative experience including two (2) years at a Program Coordinator or equivalent level
  • Experience in managing and directing a team of 5 or more staff
  • Experience in procurement acquisition and shipping particularly importing/exporting
  • Perform and organize administrative processes to manage daily operations and coordinate program planning
  • Possess strong organizational skills with the ability to prioritize multiple tasks and projects
  • Excellent communication skills, both verbally and in writing
  • Proficiency in Microsoft Office software (Word, Outlook, Excel and PowerPoint)

Preferred Qualifications:

Additional qualifications are requested, but not required:

  • International clinical research and/or research project support experience
  • Health science or laboratory experience, particularly in infectious disease
  • Familiarity with the following U.S.  regulations and organizations:
    • U.S. Federal Acquisition Regulations (FAR)
    • Federal Travel Regulations (FTR)
    • Department of Transportation (DOT)
    • International Air Transport Association (IATA) shipping regulations
    • U.S. NIAID
  • Experience working in Liberia/Guinea or another African country(ies)
  • Only nationals are allowed to apply

Vaccination Requirements: 

  • Receive vaccinations determined as required by Occupational Health Services (OHS) and/or mandated by Federal Health Standard Regulations
