Request for Proposals

The International Organization for Migration (hereinafter called IOM) intends to hire Service Provider for the Displacement Tracking Matrix (DTM) Programme for which this Request for Proposals (RFP) is issued.

IOM now invites Service Providers/ Consulting Firms to provide Technical and Financial Proposal for the implementation of mobility tracking data collection activities. More details on the services are provided in the attached RFP

The Service Provider /Consulting Firm will be selected under a Quality –Cost Based Selection procedures described in this RFP.

Terms of Reference

a) Background

The Displacement Tracking Matrix (DTM) is a set of tools and methods that IOM will use to track and assess displaced and migrant populations for the purpose of informing the humanitarian response and providing assistance. IOM will be implementing the DTM to regularly collect and verify population groups at the smallest location level, and to provide partners with baseline information and indicators to address priority needs, and the types of required humanitarian interventions. IOM will work with the Implementing Partner, operating in Libya, to collect the data through different methods including interviews with key informants, direct observations and focus group discussion.

DTM Libya was established in 2016, following several displacement waves since 2011 with the purpose of capturing accurate and timely information on the locations and movements of IDPs, returnees and migrants in the country:

• DTM provides a common operating picture concerning the movement of populations in Libya, allowing humanitarian actors to provide timely assistance to those in need.

• The data and results produced by DTM is used by humanitarian organizations to coordinate targeted and evidence-based humanitarian assistance and advocacy.

• Inform programming and policy discussions

• Monitor migratory trends

To this end, DTM Libya systematically captures, processes and disseminates information to provide a better understanding of the movements and evolving needs of displaced populations and migrants.

b) Objectives

The Displacement Tracking Matrix (DTM) Programme of the International Organization for Migration (IOM) is inviting non-governmental organizations (NGOs) to submit proposals for the implementation of mobility tracking data collection activities for the period August to December 2019.

Data collection is centred around the key objectives of obtaining a common operating picture of vulnerable populations on the move in covered areas and humanitarian priority needs.

c) Scope of the Services

During the project period, the implementing partner will contribute to DTM data collection in selected areas in close coordination with DTM field staff who will also monitor data collection of the implementing partner.

Data collection is organized into rounds lasting six weeks each. Information sources include interviews with mobile populations, key informants, direct observations and focus group discussion.

Collected data includes, but is not limited to:

· Presence of internally displaced people, returnees and migrants at community level

· Humanitarian priority needs of different population groups

· Availability of services at community level

· Movement of vulnerable populations

· Demographic sampling of internally displaced people, returnees and migrants

Proposals should be submitted for the above described activities for the following areas. Service providers are expected to be able to cover all areas in Libya listed below:

· Sebha

· Ubari

· Taraghin

· Alsharguiya

d) Training (when appropriate)

IOM-DTM will provide an induction training to programme manager and team leaders ahead of data collection.

e) Reports and Time Schedule

At the end of each round of data collection, the service provide will submit the following reports:

a. Complete Two rounds of B1F assessment forms for all Areas listed under the implementing partner’s responsibility as agreed with IOM;

b. Complete two rounds of B2F assessment forms for all IDP and migrant affected locations falling within the areas listed under the implementing partners’ responsibility, as agreed with IOM;

c. Submit narrative reports for each round of data collection

d. Complete bi-weekly event tracker reports for locations in assigned area of coverage

e. Facilitate up to three data collection monitoring visits by DTM staff per round when requested by IOM

f. Validate completed forms at field level through designated team leader

g. Inform IOM DTM of any known sudden population displacements in their assigned areas of coverage during the agreement duration within twenty four hours.

h. Submit finalized forms at agreed deadlines to IOM data analysis unit and provide clarification and further validation if needed. Forms will also be used by IOM to evaluate justification for the payment of instalments. The deadlines are as follows:

f) Data, Local Services, Personnel and Facilities to be provided by IOM

IOM will share with the service provider relevant data from previous data collection rounds and provide assistance and guidance by e-mail/phone and in-person at IOM Libya’s offices in Tripoli and Tunis as required.
