Goal and Objectives:

The CHAK Cluster and HIV AIDS Specialist will be responsible for delivering the Afya Jijini mandate at the Sub County level i.e. Improved and Increased Access and Utilization of Quality Health Services through Strengthened Service Delivery and Institutional Capacity of County Health Systems in Nairobi County under USAID-funded Afya Jijini project under 3 sub purpose areas, namely:-

Sub-Purpose 1: Increased Access and Utilization of Quality HIV Services

*Sub-Purpose 2:** Increased Access and Utilization of Focused MNH, CH, FP, WASH,

and Nutrition Services

*Sub-Purpose 3:** Strengthened and Functional County Health Systems.

S/he will guide UHAI team to strengthen Nairobi County-level institutional and management capacity to deliver quality healthcare services in order to increase access and use of quality HIV; family planning (FP) and reproductive health (RH); maternal, neonatal and child health (MNCH); water, sanitation and hygiene (WASH), and nutrition services.

Lead the UHAI team, (Self, a program officer, a linkage specialist and M&E officer), in implementing an overarching strategy to help health facilities provide the full continuum of HIV services, MNCH including family planning, targeted community engagement and facility health system support, capacity strengthening approaches, including trainings and mentorship models.

Duties and Responsibilities

  1. Provide technical leadership and management of Afya Jijini’s UHAI cluster team to deliver under the outcomes in sub-purposes 1, 2 and 3 above.
  2. Working with HSS team, strengthen the operation of the target sub-county committees by strengthening health systems platform e.g. strengthen EMR, mobile health, facility leadership forums, commodity management and partner coordination etc.
  3. Support strengthened onsite mentorship in HIV, MNCH, RHFP, WASH and nutrition
  4. Support implementation of integrated services for supported services and focus on meeting facility level targets.
  5. Directly implement support for the technical area of strength e.g. HIV or MNCH within the cluster.
  6. Prepare monthly and quarterly activity plans, and reports as required.
  7. Institute measures aimed at reducing maternal and childhood morbidities and mortalities at target identified high risk informal settlements within the cluster coverage area
  8. In collaboration with the project communication manager and rest of technical teams develop relevant knowledge documents (reports, success stories, case studies and others as maybe required).
  9. Participate in relevant government, funding agency and stakeholders technical working groups and other key technical meetings.
  10. Any other tasks as allocated by the supervisor

Specific Deliverables

  1. Meeting with all supported facilities onsite at least monthly
  2. Identify high volume facilities and institute biweekly onsite mentorship
  3. Support monthly WITs meetings for CQI implementation of HIV, MNCH, WASH and nutrition
  4. Strengthen the HIV second line SWITCH & TB-MDR committees within every cluster:-

Ø Patients at risk of failure are discussed bi-weekly and action taken

Ø MDR TB patients are actively followed and outcomes documented

  1. Show progress towards reduction of MTCT rates to less than 5% at the facility level at year 3 of implementation
  2. Report zero commodity stock out for supported facilities
  3. Show progress to increase paediatric uptake to integrated HIV child health services
  4. PSM model operationalized starting with selected facilities
  5. Show progress towards achievement of 90-90-90 cascades targets for supported facilities.
  6. Timely reports (monthly, quarterly and as needed)
  7. All supported sites have fully integrated RH/HIV as per the minimum service package
  8. Maternal and perinatal death audits in all supported facilities as per guideline

Key Technical Skills and Knowledge

  1. Bachelor’s degree in Medicine, additional training Master’s in public health or any other health related masters will be an added advantage.
  2. At least 5 years’ experience in successful field implementation of HIV/RH/FP programs in Kenya
  3. Demonstrated skills in designing and rolling out GoK-endorsed approaches that result in improved uptake of services HIV services (Adults, PMTCT, Paediatrics, Key Population)
  4. Ability to establish linkages and relationships with County and sub-county health departments; health facilities; and implementing partners within Nairobi County working on HIV/ FP and RH.
  5. Strong communication skills, including writing reports and preparing of presentations
  6. Ability to work in under pressure and complete multiple tasks and meet deadlines
  7. Must be a team player with strong leadership and mentorship skills.

Competency Model

  1. Basic training as above
  2. Effective verbal and written communication, multitasking, organizational, and prioritization skills
  3. Proven computer skills including MS Office Suite
  4. Good interpersonal skills
  5. Ability to pay attention to detail
  6. High level of diplomacy, communication, interpersonal skills
  7. Experience in public speaking and professional presentations
  8. Strong computer skills including data base management and word processing.
