CHANGES Program Manager – [Somalia/Somaliland] Country Office (Open to Somali Nationals)

Save the Children, in partnership with International Rescue Committee (IRC) and CARE International, is implementing CHANGES program which stands for Challenging Harmful Attitudes and Norms for Gender Equality and Empowerment in Somalia/Somaliland. This is an empowerment programme to achieve sustainable transformation towards greater social and economic empowerment for women and girls. The programme expected effect(s) on society is to contribute towards greater voice, choice, control and strengthened gender equality and empowerment for Somali women and girls (Impact), by challenging the social norms that perpetuate and validate widespread sexual and gender-based violence (SGBV), female genital mutilation and cutting (FGM/C) and child, early, and forced marriage (CEFM). The name of the grant is Challenging Harmful Attitudes and Norms for Gender Equality and Empowerment in Somalia (CHANGES).

Specially the project is aimed at:

  • Decreased discriminatory social norms and practices that perpetuate and validate sexual and gender-based violence (SGBV) against women and girls- both very young adolescents aged 10-14 (VYA) and older adolescents aged 15-19 (OA), including female genital mutilation/cutting (FGM/C) and child, early and forced marriage (CEFM);
  • Increased voice and agency of adolescent girls to make and act on life decisions for themselves, including sexual reproductive health and rights (SRHR) GBV.
  • Enhanced enabling environment (media, policy and civic engagement) that supports gender equality (GE) and women and girls’ rights.
  • Increasing social and economic empowerment of women and girls.

The responsibilities of the role include supporting the Consortium members in efficient planning, implementation, coordination, monitoring and reporting. The CHANGES Programme Manager will assist the Consortium Director in developing, planning, implementing, coordinating monitoring and reporting its works across Somalia/Somaliland. The Programme Manager will lead the coordinated implementation of Challenging Harmful Attitudes and Norms Project in Save the Children locations.

To ensure the long-term sustainability of the project and enhanced Somali ownership, the Consortium is working with a range of local NGOs who will be intrinsic to the implementation of activities across the three output areas of the project.

The Manager is expected to possess extensive professional knowledge and experience in project management and proven record of accomplishment in mentoring and developing project staff. The post holder will play a key role in establishing and maintaining sound working relationships and partnerships with local partner and government counterpart and other civil society organizations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Contract Duration: One (1) Year with possible extension

Location: Somaliland/Somalia – Flexible (Hargeisa, Garowe or Mogadishu)

Qualifications and Experience

  • BSc/BA degree level in Social Work, Human rights, International Relations, Development Studies or similar or equivalent relevant field experience.

Essential

  • Recommended a minimum of 5 years of relevant hands on experience in managing child protection projects in the context of both emergency and development programming
  • Previous experience of managing teams and project management
  • Demonstrable track record of finance, budget monitoring, risk management, data management and reporting systems to exceed programme targets, while maintaining technical quality programming
  • Ability to identify the main gaps in protection and Gender in the given context to inform a holistic response for children
  • Experience in training and capacity building, particularly in strengthening various duty bearers’ response to Gender equality and child protection issues
  • Experience in monitoring and evaluating programmes in emergency, transition and development contexts
  • Experience of and commitment to working through systems of community participation and accountability
  • Proven experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to write clear and well-argued assessment and project reports
  • Experience of representation and ability to represent SCI effectively in external forums
  • The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances
  • Commitment to and understanding of child rights and the aims and principles of SCI
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • Knowledge of the Somali language.

Desirable

  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures.
