Overview:

Jhpiego seeks a Country Director to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of Jhpiego’s programs. This includes guiding the strategic planning, design and implementation of country programs and achievement of planned results. The Country Director works closely with the Ministry of Health, donors and partners to streamline efforts and ensure complementarity of projects and serves as the primary point of contact for Jhpiego in Burkina Faso. The Country Director is responsible for overseeing the design of new projects, timely and cost-effective project implementation, compliance with the laws of Burkina Faso, adherence to donor requirements, Jhpiego policies and procedures and program and technical standards of the organization.

The Country Director will also serve as Chief of Party (COP) or Project Director (PD) to specific projects, as required/appropriate. As a COP, the Country Director will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for projects funded by USG or non-USG donors across technical areas including malaria, maternal, and newborn health (MNH), reproductive health and family planning (RH/FP), infection prevention and control (IPC), health systems strengthening, etc. The COP/PD will have the overall responsibility for leadership, management and reporting of project activities, and will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will serve as the main point of contact with donors on routine and strategic matters. The COP/PD will also ensure effective organizational management and communication with the host country government at all levels, and international partners and agencies.

Responsibilities:

= Develop and revise/update as needed Burkina Faso’s country strategy with objectives, staff roles and responsibilities, outreach, and a plan for overall flow of information and knowledge to and from Baltimore

= Works closely with the senior management team in Burkina Faso, project directors, and the Home Office to ensure that projects are technically sound, evidence-based and responsive to the needs of the country and donors

= Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results

= Provide programmatic and/or technical leadership in the design, analysis, and synthesis of interventions

= Provide analyses of in-country new program development opportunities to the Global Programs Director and Team Leader, appropriate Technical Directors, Vice President and the Director of Business Development

= Engage the Ministry of Health (MOH) and Government of Burkina Faso in high-level policy dialogue, and maintains productive relations with government officials, donors, and the national and international communities

= Expand Jhpiego’s in-country opportunities through relationships with in-country partners, donors and the business community, as well as through strengthening local program implementation capacity

= Take concrete steps to create or promote a safe, respectful and harassment-free work environment.

= Ensure the quality and sustainability of interventions particularly in the areas of MNH, FP/RH, malaria, IPC, epidemic surveillance and response, HIV/AIDS, community mobilization, gender integration, capacity building and health systems strengthening

= Provide guidance, in collaboration with key staff specialists, to subcontractors and subgrantees and coordinate activities with other agencies

= Ensures that all awards performed on time, on scope and on budget, and raised potential overspending to VP GPO and the Finance Director in a timely manner

= Ensure preparations and timely submission of all programmatic and financial reports to Jhpiego and donors

= Identify opportunities for new program development and lead efforts to respond to solicitations

= Ensure that Jhpiego Country Office is compliant:

o With all local laws

o Registration is current

o Annual statutory audits and financial reports have been completed and filed with the appropriate agencies

o Meet all legal requirements for filing reports, withholding and remitting income taxes for all local staff, expat staff, TCNs, consultants and vendors, and work permits for expats and TCNs retained by the Field Office

o All findings from prior audits/reviews have been corrected or are in the process of being corrected according to the timeline in the action plans

o Complies with Jhpiego’s policies, procedures and practices related to the financial reporting and internal controls. All deficiencies in the design or operation of, or any weaknesses or non-compliance in internal controls in the Field Office have been corrected or are in the process of being corrected

o Has complied with donor policies and procedures applicable to management, technical, programmatic, financial and human resources

= Report all mandatory Severe Adverse Events (SAE) according to donor and Jhpiego SAE procedure if applicable

= Report to HQ any communications regarding:

o Violations or possible violations of laws or regulations by the Field Office.

o Legal actions against the Field Office or Jhpiego

= Work with Monitoring and Evaluation (M&E) staff to ensure M&E frameworks are developed and data/results are effectively tracked

= Develop and maintain strong working relationships and alliances with USAID, CDC, Foundations and other donors, the MOH as well as implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort

= Promote effective communication among partners, grants recipients, and other key stakeholders; assuring the high-quality performance of the technical assistance and grants management teams

= Represent Jhpiego’s interests and present progress, achievements and lessons learned to donors and other key stakeholders in public and professional circles through meetings, conferences, and presentations

= Ensure that annual staff evaluations and support professional development for staff in conducted timely

= Ensure field staff are included in sharing of information and knowledge and that flow of information comes from the field as well as from home office

= Serve as Chief of Party/PD to specific awards and the primary point of contact for donors and the Government of Burkina Faso:

o Responsible for project inputs, program strategy, external representation and coordination with project counterparts, donors, host country contacts, and other key actors and stakeholders within the sector and other programs as necessary.

o Provide technical leadership and ensure the quality and sustainability of interventions

o Collaborate with project team to build capacity within the requisite technical areas

o Lead the annual work planning process in close collaboration with the donor, the MOH, and the project team

o Oversee the quality, preparation, and timely submission of project reports to donor**

o Write and/or review project materials and publications

o Work with finance and project staff to develop and track project budgets

o Ensure compliance with donor operational policies and regulations

Required Qualifications:

= Medical Degree (MD) or Masters in Public Health (MPH) or degree in another health-related field

= Previous experience serving as COP/project director or DCOP or senior level management; experience as a COP is strongly preferred

= 15+ years of experience successfully managing large, multi-partner, multi-year international health sector development projects that have successfully implemented activities in maternal, newborn and child health (MNCH), RH/FP, malaria control and elimination, health systems strengthening, IPC, epidemic surveillance and response, and/or nutrition; and/or providing technical assistance in integrated health services management, diagnosis, and treatment, preferably in West Africa

· Demonstrated ability to manage USG-supported public health projects and budgets (with budgets of $10M+), including overseeing project start-up and close-out, preferably in West Africa and other regions of sub-Saharan Africa

  • Experience managing a multi-partner consortium (both international and local NGOs)

= Proven leadership skills and expertise in strategic program planning, implementation and management

= Proven experience in leading highly skilled and qualified program, technical and administrative and finance personnel; ability to coach, mentor and develop technical capacity in regional and national projects and technical of staff

Our History

Responding to the Changing Needs of Women and Families Worldwide

Since its founding in 1974, Jhpiego has been innovating to save the lives of women and families worldwide. From the first day, Jhpiego has been asking the question: How can we make lifesaving services available and accessible to the people who need them—all over the world?

Dr. Theodore M. King, an early innovator and champion for women’s health, was the moving force behind the founding of Jhpiego, an affiliate of Johns Hopkins University. In the early 1970s, King recognized the need to make physicians, nurses and administrators from developing countries aware of reproductive health breakthroughs, such as laparoscopy (a procedure used to inspect internal reproductive organs for infertility or to provide contraception by closing off the fallopian tubes) and modern contraceptives. Originally known as the Johns Hopkins Program for International Education in Gynecology and Obstetrics, the organization was funded through the United States Agency for International Development (USAID). Under King’s leadership, as a founder, trustee and later president of Jhpiego for 14 years, the organization conducted a steady stream of programs throughout the developing world.

How Did We Get from There to Here?

Early on, Jhpiego established itself as a leader in reproductive health training. Beginning in 1974, Jhpiego held training sessions on family planning/reproductive health for doctors and nurses in the USA In 1979, Jhpiego started its first in-country training programs in Tunisia, Brazil, Kenya, Nigeria, Thailand and the Philippines. From 1987 through 2004, Jhpiego conducted three global Training in Reproductive Health Projects, funded by USAID. Beginning in 1993, Jhpiego published learning materials on long-acting family planning methods.

Over the years—to respond more effectively to the needs of individual countries—Jhpiego became increasingly field-based and established its first field office in Kenya in 1993. Today, Jhpiego has field offices in more than 30 countries worldwide. Similarly, Jhpiego’s programming areas have expanded to meet changing needs in the field. In addition to family planning and reproductive health, Jhpiego now has expertise in maternal and child health, infection prevention and control, HIV/AIDS and infectious diseases.

Jhpiego’s work has also expanded to address reproductive health policy and guidelines and to support health systems strengthening. For example, in 1996 in Brazil, Jhpiego launched a performance and quality improvement approach, now known as Standards-Based Management and Recognition (SBM-R), which has since been implemented in 30 countries. SBM-R empowers health workers and facilities to improve the performance and quality of their services by providing them with the tools and methods they need to make decisions, solve problems and innovate at the local level.

Innovations in Training Methods and Technologies

In 1986, Jhpiego pioneered a competency-based training (CBT) approach that emphasizes learning by doing. CBT focuses on how the participant performs and promotes the trainer’s ability to encourage learning. Jhpiego also introduced the use of anatomic models for “humanistic training.” To minimize risk to clients, learners first practice on models until they achieve competency. In 1995, a clinical training skills manual—the cornerstone of Jhpiego’s training approach—was published. Using a systematic “training of trainers” approach, Jhpiego has created a global network of qualified physician, nurse and midwife trainers.

As early as 1984, Jhpiego collaborated with the University of the West Indies to deliver reproductive health courses, via satellite, to six islands in the Caribbean. In 1987, Jhpiego sponsored a global meeting on reproductive health education and technology with the World Health Organization (WHO) and introduced computer-assisted instruction to simulate clinical situations in several of its US-based courses. In 1995, ReproLine, an online source for reproductive health information, was launched. Today, Jhpiego continues to explore new learning technologies: mobile phones in Afghanistan, a computer-based learning management system in Ethiopia, computer-based training in Ghana, a distance learning program in Zambia.

Practical Solutions for Low-Resource Settings

Since the 1992 publication of its international reference standard Infection Prevention for Family Planning Service Programs, Jhpiego has been at the forefront in promoting evidence-based practices that can protect health care professionals, staff and clients from potentially life-threatening infections. To this end, Jhpiego has tested and introduced practical, low-cost infection prevention procedures that can be implemented effectively in settings with limited resources.

In developing countries, cervical cancer remains the leading cause of cancer deaths among women. In 1995, Jhpiego began research with the University of Zimbabwe to find a low-cost alternative to the Pap test that could make cervical cancer prevention a reality in low-resource settings. Based on the results of this research, Jhpiego helped form the Alliance for Cervical Cancer Prevention in 1999 and received funding from the Bill & Melinda Gates Foundation to expand its cervical cancer program. Since that time, Jhpiego has developed and piloted the single visit approach in which women are screened and treated during the same visit.

In 1995, Jhpiego began addressing HIV/AIDS and its integration with family planning services. Six years later, Jhpiego began work in HIV voluntary counseling and testing with a USAID-funded project in Jamaica. In 2002, Jhpiego received its first funding from the U.S. Centers for Disease Control and Prevention (CDC) for work in HIV/AIDS and, the following year, developed a global learning package on prevention of mother-to-child transmission of HIV—with CDC, WHO and university partners—to enable global scale-up. Also in 2003, Jhpiego began work on male circumcision for HIV prevention in Zambia. In 2008, Jhpiego developed a global learning package on male circumcision for HIV prevention with WHO and UNAIDS.
