World Education, Inc. seeks candidates for a Chief of Party (COP) based in Egypt for an anticipated multi-year donor-funded Education Program, subject to award. The project aims to support the Ministry of Education and Technical Education’s (MOETE) education reform through the design and adoption of an effective in-service continuous professional development system for educators in the primary cycle. World Education will give special attention to candidates with a successful record of managing education and systems strengthening donor-funded programs.

The Chief of Party is responsible for overall management of the project and technical support to the different activities under this project. S/he is the primary liaison with USAID/ Egypt and all participating local education institutions and other organizations.

RESPONSIBILITIES

  • Provide overall leadership and direction for the cooperative agreement; define and implement activities in a manner that achieves the greatest coverage and impact;
  • Lead and facilitate an effective partnerships public and private sector partners, civil society, and other education stakeholders working in Egypt;
  • Serve as the primary contact and principal WEI representative for USAID and the Government of Egypt; keep up-to-date on developments within USAID and Government developed strategies in the education sector;
  • Supervise staff to ensure timely achievement of program results;
  • Manage subcontract partners; ensure coordinated inputs and technical/managerial quality from all partners and collaborators;
  • Manage, oversee and coordinate all project planning and implementation, including timely deployment of project staff;
  • Monitor progress of project activities, report to USAID and partners on programmatic progress and results, ensure that project deliverables are met within the agreed-upon timeframe;
  • Delineate internal lines of communication for effective management;
  • Oversee cooperative agreement negotiations, performance-based subcontracting and results monitoring;
  • Organize and manage external communications, and arrange for dissemination of information;
  • Supervise program staff to ensure timely delivery of products and regular reporting;
  • Advocate and promote scale-up of best practices, particularly in the areas of teacher professional development and licensure;
  • Collaborate with WEI HQ to ensure high quality program deliverables and management.

QUALIFICATIONS

  • Advanced degree (Masters/PhD) in education, social sciences, international development, or any related field. PhD preferred;
  • Minimum of 15 years of relevant experience (including 10 years of experience at the supervisory level) working on education programing including teacher training and coaching support as it relates to the primary grades;
  • A proven record of excellent management for results for large-scale projects, including substantial experience in leading complex education reform and/or systems design projects at the pre-university level;
  • Ability to work in remote areas of the country to oversee project management and provide technical expertise;
  • Demonstrated ability to collaborate with host government, development/cooperating partners, and other stakeholders in implementing a complex project under challenging circumstances;
  • Excellent interpersonal and teamwork skills. Effective communication skills, both orally and in writing to make formal and informal presentations and to compose professional and analytic reports and program documents;
  • Superior written and oral communication skills in English and Arabic are essential;
  • Five (5) years of prior experience managing USAID-funded programs and strong knowledge of USAID program/financial management systems and reporting requirements;
  • 10 years if working in resource-constrained environments required. Egypt and MENA experience preferred.

Salary commensurate with experience.
