Position Summary:

Creative Associates seeks a Chief of Party (COP) for an exciting, dynamic anticipated USAID-funded education project that seeks to improve learning outcomes in primary education through innovative program models and sustainability driven designs. The Chief of Party (COP) will provide overall technical, programmatic, relational and administrative leadership and expertise for the project and will serve as the primary liaison with USAID and the host government on management and technical matters. She/he will lead on strategy design, supervise activity implementation and ensure the activity meets stated goals and reporting requirements. The COP will take a leadership role in coordination among donor and host government institutions, critical local stakeholders, implementing partners and staff.

Reporting & Supervision:

The Chief of Party will be based in Maputo, Mozambique and report directly to the Senior Project Director at Creative Headquarters, will supervise various project staff, and will be responsible for oversight of program sub-contractors within the program, both international and local.

Responsibilities

  • Oversee the overall management and implementation of project activity;
  • Manage a diverse team to deliver impact within agreed timelines.
  • Provide overall technical and administrative leadership and expertise for the project;
  • Serve as the primary liaison with USAID on management and technical matters;
  • Supervise activity implementation and ensure the activity meets stated goals and reporting requirements;
  • Lead coordination among USAID, key stakeholders and other implementing partners;
  • Interact with numerous government institutions and senior-level national and county-level government officials;
  • Mentor and coach staff to support their professional development and application of skills and knowledge;Qualifications
  • A Masters’ degree in education, or a directly relevant field, from an accredited university required; PhD strongly desired.
  • Minimum 10 years’ of relevant management, supervisory experience in the education sector is required, leading programs/projects of similar scope and scale, preferably with experience in Southern or Eastern sub-Saharan Africa;
  • Experience managing evidence-based early grade reading programming required;
  • Extensive experience in project design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement and classroom reforms;
  • Demonstrated experience and knowledge of capacity building and professional development desired;
  • Experience working with USAID and in-depth understanding of USAID rules and regulations affecting implementation under a contract;
  • Professionally proficient in written and spoken English required, proficiency in Portuguese desired.
