Chief of Party–Morocco Bridge to Middle School Project

This position will be based in Morocco—in Rabat or field offices in the project’s target departments—and is contingent upon award.

Project Description

The anticipated project is a systems-strengthening and capacity-building intervention that seeks to improve students’ ability to master key skills in the upper primary and middle school (“junior secondary”) grades and to facilitate the transition between the two levels of schooling. Activities will address:  a) the ability of teachers to teach critical thinking, and students to master, literacy skills, math skills, and science skills in the upper primary grades; b) the ability of the Moroccan education system to provide high-quality literacy instruction in English and Arabic in the middle school years; and c) the ability of the Moroccan education system to provide high-quality STEM (science, technology, and math) instruction in the middle school years. Additionally, the project will build subrecipients’ capacities to directly respond to the development problems prioritized by the USAID Mission in Morocco.

Position Description

FHI 360 seeks a qualified candidate to serve as Chief of Party for the expected Basic Education project in Morocco. The Chief of Party will be responsible for overall implementation and oversight of the project and ensuring that the project delivers expected impact within agreed timelines. S/he will have demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines.

Responsibilities

  • Provide overall leadership, technical direction and management oversight for the project and project team, ensuring an integrated vision across components, personnel and implementing partners.
  • Ensure successful implementation of project activities; ensure activities meet stated goals and requirements.
  • Identify and implement opportunities to build capacity among local partner organizations, through peer networks, mentoring and coaching and other strategies that leverage existing capacities and strengthen technical and management capacities.
  • Develop and monitor work plans and budgets; ensure appropriate levels of technical assistance in project operations; coordinate activities and implementing partner efforts to achieve results; ensure appropriate project monitoring and reporting.
  • Serve as the project’s representative and primary liaison with USAID/Morocco, the Ministry of Education, and implementing partners.
  • Address agreement-related issues, including ensuring that FHI 360’s financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all project-procured materials and equipment are safeguarded and prudently and responsibly used.
  • Build and manage an effective project team to facilitate effective collaboration and communication, ensure clear roles and responsibilities and maintain clear lines of communication with project team members.
  • Identify implementation issues and risks in a timely manner and design appropriate adjustments.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.

Required Qualifications

  • Bachelor’s degree in education, public administration, international development, or related field from an accredited university required; Masters degree, Ph.D. or Ed.D. is preferred.
  • Minimum 12 years of experience managing complex donor-funded education activities in challenging environments.
  • Relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program.
  • Demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area.
  • Demonstrated capacities in leadership, partnership building, management, teambuilding and effective communication.
  • Proven ability to coordinate with government stakeholders, as well as non-governmental organizations; strong networks and relationships with Moroccan NGOs, universities and education stakeholders preferred.
  • Strong knowledge of, and commitment to, gender and social equity issues in education.
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
  • Experience in the education sector in Morocco or the region strongly preferred.
  • Fluency in English and in Arabic or French required.
