Project Summary

The goal of this Activity is to improve the quality and sustainability of water and sanitation services for rural residents in Sikasso, Bougouni, and Koutiala Regions, including the underserved and most vulnerable, by building the capacity of key stakeholders to construct, maintain, and sustainably manage safe and reliable water and sanitation systems, as well as to develop and implement Commune-level Sanitation Strategic Plans.

Reporting & Supervision:

This position reports to the Practice Area Director or his/her designee in the CIT Division.

Responsibilities

The Chief of Party will be responsible for leading all technical, financial and administrative aspects of the project and will coordinate closely with GOM and USAID in developing, implementing, and revising the project’s overall field strategy. The COP will provide technical oversight and guidance in all aspects of the project, including reporting to USAID. The COP will ensure the project is on scope, schedule, and budget at all times, and that all procurement, recruitment and financial dealings are properly processed, documented and reported.**Qualifications**

Required Skills & Qualifications:

  • Master’s degree or higher in engineering, public health, business, behavioral science, or development;
  • At least 10 years of demonstrated technical expertise, with substantial developing country context experience, in two or more of the following technical areas: community participation, rural WASH, behavior change, governance, institutional development, and private sector engagement;
  • At least ten (10) years of experience as Project Director or Chief of Party on donor-funded projects of similar magnitude and complexity;
  • At least 5 years of demonstrated experience in a management position in international WASH in a context similar to Mali;
  • Demonstrates the ability to manage a project of this magnitude and complexity;
  • Demonstrated ability to work with a wide range of government and civil society, counterparts and donors; and
  • Excellent oral and written communication skills in French and English.
