The IRC is currently leading the USAID Partnership for Advancing Community Based Services (PACS) Activity in Bong, Lofa, and Nimba counties of Liberia. This integrated community health, water, sanitation and hygiene (WASH) activity was designed to provide technical and operational support to the Government of Liberia’s Ministry of Health (MOH), Ministry of Public Works (MPW), and Ministry of Gender, Child and Social Protection (MOGCSP) as well as civil society organizations (CSOs) to deliver high quality community health and social welfare services.

The anticipated USAID Community Health Activity will build upon the successes of USAID PACS and support the Government of Liberia’s advancement towards self-reliance. The anticipated overall objective of this investment is to support a robust community based program including the scale up of the National CHA Program (NCHAP) for the delivery of efficient, responsive, equitable, and quality health services for improved access and health status for Liberians.

The IRC is seeking a Chief of Party (COP) for this anticipated five-year project. The COP will lead the project in building upon the successes of USAID PACS and continue to expand the community health assistant program in Liberia. The COP is an accompanied position and will be based in Liberia’s capital, Monrovia.

SCOPE OF WORK:

The COP will provide overall strategic, technical, administrative, operational, and logistical oversight and management in order to achieve the project’s objectives/results. You will be the primary liaison for the project with USAID, the Government of Liberia, other relevant donors and institutions, implementing partners.

The COP will bear responsibility for ensuring the quality and timeliness of all deliverables. This work will involve conducting regular field monitoring visits to ensure compliance, coordination, and management of all project activities. The COP will work closely with the project’s Finance and Administration Director to prepare annual budgets, monitor project expenses, and ensure timely submission of reports. You will ensure that implementation follows IRC and USAID regulations. Through your leadership, you will promote strong team spirit and provide oversight and mentorship to enable staff to successfully perform in their positions.

This position reports to the IRC Liberia Country Director. It is contingent on the IRC being awarded funding, which we anticipate to begin in mid-2020.

Qualifications

  • Minimum of 15 years of increasingly responsible experience in implementing and managing large and complex, multi-partner, multi-year international health sector development projects (approximately $10-15M+ in resource-poor settings);
  • Demonstrated international credibility as a leader in public health, especially in community health-maternal, newborn and child health, and/or reproductive health;
  • Strong knowledge of USAID projects, regulations, compliance and reporting requirements;
  • Master’s degree in Public Health required, post-graduate medical degree (MD, RN, PA, or midwife), or other relevant degree;
  • Adept in planning, budgeting, adaptive management, and supervising teams;
  • Possess outstanding leadership, strategic, strong communication, analytical, and organizational skills;
  • Excellent diplomacy skills and a proven ability to develop and maintain interpersonal and professional relationships with donor community, partners, host country governments, and other key stakeholders (e.g., INGOs, NGOs, CSOs, private sector);
  • Use results-based management and Monitoring, Evaluation, Research, and Learning (MERL) frameworks as a primary management tool;
  • Strong written, oral presentation and facilitation skills in English required;
  • Highly motivated, possesses strong sense of integrity and a positive attitude ;
  • Solid experience leading large diverse teams with varying levels of skills and expertise;
  • Previous work experience USAID COP or DCOP on a similarly sized project in Africa, field experience in Liberia is a plus; and
  • Willingness to travel within Liberia (remote settings) and internationally as needed,

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
