SUMMARY OF ROLE

IntraHealth is seeking candidates for the role of Chief of Party (COP) for an anticipated five-year, USAID-funded Voluntary Medical Male Circumcision (VMMC) activity in Namibia. The program seeks to expand access to high quality lifelong biomedical intervention that will avert new HIV infections among young boys and men. Through key activities, the project will support the Government of the Republic of Namibia (GRN) Ministry of Health and Social Services (MOHSS) and the private health sector in the delivery of high quality safe medical male circumcisions.

The Chief of Party (COP) provides strategic direction and leadership for all aspects of technical and managerial program implementation. S/he will work closely with the MOHSS, USAID and other stakeholders to achieve project goals and outcomes. The Chief of Party will ensure that the project is supporting the GRN to scale up adolescent and adult VMMC, including training health care workers, procurement of commodities and supplies, health communication and demand creation, M&E, quality improvement, and supporting the integration of early infant male circumcision (EIMC) in reproductive and child health services.

This position is contingent upon award and approval by USAID.

ESSENTIAL FUNCTIONS

  •  Supervise implementation of all project activities, ensuring that performance schedules are observed, outputs are completed, and project targets are reached according to schedule and within budget.
  •  Ensure program implementation is aligned with USAID, PEPFAR and Government of Namibia policies, guidelines, and objectives.
  •  Ensure that the project maintains technical excellence that corresponds with the results framework and is in accordance with international and national best practices.
  •  Provide technical leadership and clinical guidance to the project team as well as sub-grantees; identify problem areas in implementation and facilitate solutions together with USAID, the MOHSS, and sub-grantees.
  •  Actively participate in the design, implementation and monitoring of interventions related to the scale up of adolescent and adult VMMC and the integration of EIMC.
  •  Establish working relationships and ongoing dialogue with the principal policy and decision makers within USAID Namibia, the MOHSS and other government agencies, training institutions, professional associations, other donors, and civil society to assure that project activities are relevant and appropriate to the HIV situation in Namibia.

MINIMUM REQUIREMENTS

  •  Advanced degree in health-related field (MPH or PHD preferred) or equivalent; experience in Public/International Health, Public Administration, Health Sciences or related disciplines, Social Sciences or Development
  •  At least 10 years of work experience managing HIV/AIDS program implementation in low resource settings
  •  At least 7 years of supervisory experience and demonstrated success in a managerial role of a comparable program, managing professional, technical and financial resources
  •  Demonstrated understanding, knowledge of, and familiarity with HIV/AIDS in Namibia
  •  Ability to liaise, advocate and negotiate with donors, implementing partners, host country government, civil society and multiple other stakeholders
  •  Experience managing USAID programs, PEPFAR reporting systems, and coordinating with USAID and Ministry of Health and partners is preferred
  •  Demonstrated competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet deadlines with attention to detail and quality
  •  Ability to analyze, interpret and solve difficult problems in culturally diverse environments
  •  Advanced oral and written English communication skills required
  •  Computer literacy in Microsoft Word, Excel, Powerpoint, and other software
