Position Overview
Pact is recruiting a Chief of Party (COP) for an upcoming USAID-funded five-year DREAMS program. The program will: a) expand the use of high quality, integrated, sexual and reproductive health (SRH) and HIV prevention services by AGYW aged 10 to 24 in two districts; and, b) increase case-finding of undiagnosed HIV-positive individuals in four districts, through targeted outreach testing with robust linkages to ART. HIV case-finding will focus on adult men and young people aged 15-24, who constitute the majority of undiagnosed HIV-positive persons in Malawi.
The COP will provide technical leadership, operational, and financial oversight for the project and will serve as the primary liaison with USAID, the Government of Malawi, Pact headquarters in DC (HQ), and relevant project stakeholders. The COP is responsible for achieving the project’s goals, objectives and strategy, directing the entire project team and managing the critical relationships with local and international partners and other key stakeholders in close coordination with partners, USAID and HQ. This position is contingent upon award.
Key Responsibilities
- Provide overall management, strategic direction, and leadership to the project to achieve expected project goals and results within budget and timeframe.
- Manage implementation of project objectives and assure high quality deliverables.
- Provide exemplary leadership to ensure effective integration of program implementation among partner organizations.
- Forge new alliances with stakeholders at the national, provincial, district and site level, including potential new investors HIV/AIDS prevention, care and treatment.
- Responsible for strategic and operational planning, including timely preparation of the annual work plan, project and financial reports.
- Maintain a strong and wide network with key in-country partners and stakeholders and ensure that the project is represented on appropriate steering and advisory groups.
- Provide oversight for the project’s financial management and procurement systems and ensure that they are in line with Pact policies and procedures and USG/USAID rules and regulations.
- Serve as the principal liaison with USAID, responsible for reporting program results to USAID and cultivating and maintaining a positive relationship with USAID staff.
- Hire, supervise and mentor project staff.
- Ensure compliance with Pact policies and procedures, USAID, USG and local laws, regulations, policies and procedures.
- Other tasks as required to achieve the Program Objectives and Expected Results.
Basic Requirements
- A Master’s degree or higher in a relevant discipline; an advanced degree in a clinical or public health discipline (medicine, nursing, epidemiology) is preferred.
- At least 5 years of senior-level experience leading large-scale, complex HIV and/or public health programs, including supervision of technical staff, preferably in East and Southern Africa (ESA).
- An additional 10 years of progressively increasing responsibility working in HIV prevention, family planning/reproductive health or related fields internationally, preferably in sub-Saharan Africa. Specific experience working with HIV testing and SRH service delivery preferred.
- Demonstrated ability to establish professional relationships and to work collaboratively with host government agencies, donors, civil society and CBOs.
- Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision to diverse partners and foster collaboration across a multi-disciplinary team.
- Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
