CRS/South Sudan is seeking a Chief of Party II for an anticipated three-year USAID/Office of Food for Peace (FFP) funded Multi-Year Emergency Food Assistance Activity in South Sudan. The program will seek to add value to existing cash, voucher, and commodity resource pipelines through food security activities that increase the impact of FFP-supported famine prevention and food security efforts in the country. Hiring is contingent upon successful award of the project and USAID/FFP approval of the candidate.

Job Summary:
As Chief of Party II you will provide vision, leadership and overall management of the USAID/FFP Multi-Year International Emergency Food Assistance program to serve food insecurity households in South Sudan. The program is intended to complement and integrate with existing USAID programming in the same sectors and target areas, including leveraging resources from the WFP and FAO pipeli nes. Your strategic leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in food security, livelihoods, social cohesion and resilience. As a senior leader you will proactively manage security and mitigate security risks.

You will lead teams spread across multiple locations and oversee direct implementation of activities in remote and insecure field locations. You will actively coordinate with all other CRS programs and teams undertaking similar interventions and working in the same target areas. You will coordinate with sector teams to amplify the value and impact of CRS’ program portfolio. Together with the program’s technical team, you will be based in Torit town, Eastern Equatoria State and conduct regular field visits to remote and insecure field locations.

Roles and Key Responsibilities:
* Lead all aspects of the develo pment, implementation and consolidation of the USAID/FFP Multi-Year International Emergency Food Assistance program, including sharing how the project contributes to the thought leadership of the industry. Serve as the primary point of contact to USAID/FFP as well as public, private and non-government stakeholders.
* Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure program plans reflect operational constrains including insecurity and seasonal access constraints. Ensure program quality standards are adhered to per CRS and USAID/FFP MEAL policy and procedures.
* Ensure effective planning, coordination and integration of efforts and reporting with other CRS programs to optimize the use of shared program teams, assets and facilities and strengthen the collective impact of CRS interventions.
* Effectively manage senior programming and operations talent, including those based in multiple field locations. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
* Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans, and ensure the updating of such plans.
* Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID/FFP grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to USAID/FFP. Approve program expenditures, budget adjustments, and cost modification requests to donors.
* Represent CRS programming in international circles, highlighting innovative work. Publish program results and deliver presentations. Oversee the development of communication strategies and materials, complying with donor and CRS’ branding and marketing requirements and procedures.
* Manage relationships with consortium partner organizations, including organization of review/planning workshops. Ensure programming adds value to WFP and FAO resource pipeline through negotiations, innovation and co-location. Coordinate the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
* Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance. * Ensure that safeguarding, protection and gender equity are consistently and intentionally streamlined into all program activities, including staff recruitment and training.
* *Champion CRS commitment to safeguarding everyone from harassment, exploitation and abuse through robust systems of prevention and response, as well as our commitment to gender equity.

Basic Qualifications
* Master’s degree in International Development, Agriculture, Rural Development or a relevant technical area. PhD preferred.
* 10 or more years’ relevant management and technical experience.
* 7 years’ experience managing donor funds, including USAID/FFP grants. Excellent knowledge and experience in budget management.
* 5 years of staff management experience and abilities that are conducive to a learning environment. Experience coaching and mentoring senior program staff.
* Experience of living and working in remote and insecure field locations and carrying out direct implementation of livelihoods programs in conflict settings.

Required Languages: English

Travel: Must be willing and able to travel up to 60% of the time.
