Chemonics seeks a Chief of Party for the anticipated 5-year, $10 million USAID/South Sudan Conserving Biodiversity Activity. The purpose of the Activity is to strengthen conservation of biodiversity that benefits both people and wildlife in the Boma-Badingilo Parks/Landscapes (BBL).

The overall objectives of the activity are to:

1. Improve conservation in high priority areas of the BBL through reducing threats to wildlife populations and ecosystem function and increasing and stabilizing connectivity between critical wildlife areas.

2. Improve community conservation and natural resource management of BBL Landscape including through improved governance of natural resources, increased wildlife compatible livelihoods, and reduced wildlife-livestock-human conflict.

The Chief of Party (COP) will supervise all activities related to this program and have overall responsibility for the successful performance of the technical assistance team. The COP shall provide strategic leadership and bear primary responsibility for all administrative requirements of the contract, ensuring that the quarterly key performance indicators, objectives, and deliverables for the project are met. They will be responsible for ensuring the project follows USAID regulations, the contract, and Chemonics policies. The COP will be the official representative of the contractor and be primarily responsible for liaising with high-level USAID and government officials, and forging alliances with a myriad of businesses, organizations and stakeholders and managing multiple offices. This position will be based in South Sudan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Key responsibilities:

  • Serve as Chemonics’ primary point of contact with USAID
  • Implement overall vision and strategy for CBA and provide leadership to ensure implementation on schedule, on budget, and in compliance with USAID rules and regulations
  • Oversee the cross-sectoral collective impact approach, leading the team to implement activities that will produce sustainable results
  • Ensure compliance with USAID contractual obligations and CBA’s purpose and objectives, including crosscutting issues such as GESI
  • Coordinate, communicate with, and manage the performance of subcontractors to ensure high-quality and timely technical assistance
  • Lead the work planning process; use MEL data and indicators to adjust the work plan as appropriate; lead pause-and-reflect sessions to ensure the planned interventions are effective and lead to changes
  • Supervise MEL/CLA work with the CLASP director and use data for planning and evidence-based decision-making
  • Supervise the technical leads, operations/grants managers, and short-term personnel
  • Serve as GESI focal point

Qualifications:

  • Bachelor’s degree in international development/affairs, NRM, or similar degree; master’s degree preferred
  • At least 10 years of related technical or academic experience
  • Experience leading donor-funded programs, in particular, USAID programs using adaptive management
  • History of partnerships with international agencies, academia, civil society, and governments
  • Expertise leading gender, youth, and social inclusion efforts across programming and integrating CLA into interventions
  • Proven experience leading NRM or governance programs with measurable outcomes
  • Demonstrated experience managing technical teams
  • Demonstrated leadership, integrity, and versatility
  • Strong oral and written communication skills; fluent in English; conversant in Arabic preferred
