IBI is currently looking for a Chief of Party for an upcoming project in Liberia. The expected scope of work for this activity includes working with the Government of Liberia (GOL) on public financial management reforms, strategic communications and improving transparency, private sector engagement support, and work with local institutions and civil society organizations to foster networks of organizations that improve governance, transparency and accountability. This activity seeks to reduce the risk of conflict and violence associated with economic instability and hardships imposed by the COVID crisis. The project will aim to improve citizen engagement in the economic reform process, promote economic resilience and social cohesion, and foster economic recovery by supporting vulnerable populations. The Chief of Party will be responsible for all aspects of project implementation: he/she will provide overall strategic, managerial and technical direction for the project to help ensure its success, identify issues and risks, suggest program adjustments during implementation in a timely manner, and work with various stakeholders, including high level Liberian government and USAID officials.

Key Responsibilities

  • Plan, organize and supervise the overall activities under the task order
  • Coordinate technical support and meetings with Liberian government officials, business leaders, chambers of commerce, and civil society organizations
  • Serve as the institutional liaison to USAID and public and private sector stakeholders
  • Prepare status reports, budget information and other documentation as needed
  • Amend project objectives to reflect changing priorities
  • Oversee all financial and administrative activities

Key Qualifications

  • Must have university degree in a relevant field of international development (Masters’ degree preferred).
  • Fluency in English required.
  • Minimum of ten years of professional experience in international development program management on donor-funded projects. Experience with U.S. Government (USG) assistance or contractor of the USG required.
  • Minimum of five years supporting economic reform, open government, and/or civil society strengthening in developing country contexts
  • Knowledge of the local context as it relates to the economic stability, governance, and public financial management reforms in Liberia, including experience in Liberia, strongly preferred.

In Tanzania it facilitated coexistence between artisanal and industrial mining. In Madagascar and Liberia, improved gem markets.

For the last decade IBI has been assisting Liberia to rebuild its fragile governance capacity following two decades of civil conflict. Initially specializing in public financial management, the program now implements civil service reform, mobile money and the Ebola epidemic control effort. In the sixteen ministries and agencies we support, we have computerized operations from the bottom up, providing user friendly solutions and training several thousand Liberian government staff. We support the Liberian Institute of Public Administration and other local partners to ensure that capacity building continues sustainably.

IBI is working in Bangladesh to integrate export-import processes. We assisted in framing a new Customs Law in compliance with the Bali Accords on global trade. Other important contributions include systematizing formerly inconsistent information on customs and developing an authorized operator program and post-import audit capacity to speed operations.

IBI uses information and communications technology creatively tailored to local contexts. Three of the highest impact uses have been (1) setting national ICT standards and computerizing the operations of ministries and agencies of government; (2) introducing mobile money; and (3) using Geographic Information Systems to give entire countries the ability to see the relationships between population density, productive areas, markets and trade flows, infrastructure, education and health, and natural resources.

IBI has grown steadily and is now one of USAID’s leading small business partners. It now has a skilled, focused team of nearly 100 employees. Since its inception, IBI has been headquartered in Arlington, VA, a fifteen-minute Metro ride from U.S. government agencies and the World Bank in downtown Washington, DC. IBI recently opened a new office in Ghana, West Africa in order to expand its offerings and increase its regional presence.
