The Chief of Party (COP) has overall responsibility for the 5-year, $33 million USD Rural Access to New Opportunities in Water, Sanitation, and Hygiene (RANO WASH) program in Madagascar.

The RANO WASH Project is led by CARE International in consortium with CRS, WaterAid, and private sector organizations, Bushproof and Sandandrano. RANO WASH aims to increase equitable and sustainable access to water, sanitation, and hygiene services; maximize the impact on human health and nutrition; and preserve the environment in 250 rural communes in six highpriority regions of Madagascar.

To accomplish this goal, the project is developing a systematic partnership with national and regional governments, water and sanitation institutions, communities, private sector actors, civil society organizations, and beneficiaries. The aim is to implement a strategic set of mutually supporting activities that contribute to three interlinked strategic objectives:

  1. Strengthen the governance and monitoring of water and sanitation
  2. Increase the engagement of the private sector in the delivery of WASH services
  3. Accelerate the adoption of healthy behaviors and the use of WASH services

Responsibilities:

  • Staff management
  • Create a learning environment leading to quality implementation
  • Program and financial management
  • Donor, government and partner relations
  • Consortium management
  • Branding of RANO WASH and CARE
  • Perform other duties as assigned

Qualifications:

  • A master’s degree in relevant field, or equivalent combination of a Bachelor’s degree and work experience in a related field
  • Oral and written proficiency in English, and either French of Malagasy
  • At least ten (10) years or more progressively responsible international work experience managing development projects/programs including prior experience as COP, DCOP, or Country Director. Prior experience with USAID-funded programs
  • Program management skills
  • People Relationship management skills
  • Financial management skills
  • Information/Knowledge management skills
  • External relationships/fundraising skills
