CARE seeks a Chief of Party (COP) for the anticipated USAID Madagascar Rural WASH Activity. This five-year $25-50M activity aims to increase equitable and sustainable access to water, sanitation, and hygiene services, maximize the impact on human health and nutrition, and preserve the environment in rural regions of Madagascar.

The Chief of Party stewards the overall strategic vision of the project and takes responsibility for delivering project results. This position will provide an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project. The successful candidate will have considerable experience managing programs, finances, and operations of USAID or other international donor-funded projects. S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. The COP leads and manages the project through technical leadership, supportive management, and capacity strengthening with CARE partners. This includes personnel and financial management, administrative oversight, and program quality assurance. The COP ensures close coordination and collaborative relations with USAID, serving as the project’s primary liaison with the Agreement Officer Representative (AOR). The COP also works closely with the Government of Madagascar stakeholders including, civil society, the wider development sector, the private sector, and other donors supporting complementary efforts. Reporting to CARE Madagascar Country Director the COP in close coordination with the Country Office leadership team and technical staff, ensures CARE’s contribution to the dissemination of program learning and achievements, and documentation of promising practices in programming within Madagascar and globally.

The activity is expected to be a five-year program in the $25-$50 million USD range.

Primary Responsibilities:

  • Project management:
    • Provide overall Project leadership, direction, and supervision, including oversight of staff, consultants, and partners, monitoring and evaluation, and program implementation.
    • Oversee and is accountable for all project deliverables, including the completion of all technical requirements and project results, in accordance with the project work plan
    • Provide oversight of the project’s operational, financial, and administrative priorities; maintain internal controls; provide support to the planning and budgeting processes.
    • Create or adapt management systems in accordance with CARE’s standard operating procedures, ensuring consistency with project needs.
    • Work in partnership with the MEAH and project partners to translate project goals and objectives into actionable strategies and plans, monitor the implementation of activities, track progress toward targets and deliverables, identify issues that need to be addressed, and ensure that technical and financial reporting requirements are met.
    • Facilitate a learning culture and use data to plan and adapt program strategy and activities.
    • Oversee the preparation of quarterly and annual project activity reports, monitoring and evaluation reports, and other deliverables as specified in the agreement. Lead the development of high-quality documents for submission to USAID.
  • Relationship Management
    • Establish and maintain productive working relationships with stakeholders at the international, national, and community levels. Serve as the primary liaison between CARE headquarters, the Madagascar MEAH, USAID/Madagascar, the Project partners, and other national and international donors, including private sector actors, and organizations involved in the WASH sector in Madagascar; Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
  • Project/CARE Representation
    • Represent CARE and the Project at meetings, conferences, and other high-level forums and with the Ministry in charge of Water Sanitation and Hygiene (MEAH) at the national and regional levels and in all related official events.
    • Contribute to the national dialogue on strategies and policies to improve water, sanitation, hygiene, nutrition, and health.
    • Drive branding activities in line with USAID branding requirements to influence national and international policymakers and donors and explore potential synergies with other projects in the country.
  • People Management
    • Supervise and mentor senior staff, clarifying roles/expectations and delegating responsibilities as appropriate. Clearly communicate performance expectations to staff. Guide team members to achieve the strategic goals and objectives of the project.
    • Ensure the project is integrated and contributes to CARE Madagascar country strategy in coordination with the CARE Madagascar Leadership team. Participates in the Country Office Senior Management Team to ensure programming coherence and cross-learning.

Qualifications:

  • Master’s or advanced degree in international development, project management, public financial management, political science, or a relevant social science discipline (e.g., water resources management, water supply, sanitation, climate adaptation, etc.)
  • 10 or more years of progressively responsible experience implementing complex projects in developing countries, at least 10 years in a senior leadership capacity.
  • USAID experience serving as Chief of Party, Deputy Chief of Party, or equivalent.
  • Proven, exceptional leadership in the design, management, implementation, monitoring, research, and evaluation of similar-sized international donor-supported programs
  • Full oral and written proficiency in English and French (including presentation skills); Malagasy would be a plus
  • Experience in international water supply and sanitation services and water resource management especially in rural areas.
  • Knowledge of construction in the WASH, tendering, and contracting
  • Experience with private sector approaches to development; and experience successfully implementing market-based approaches.
  • Experience in strengthening WASH sector systems and governance; demonstrated knowledge of the Madagascar WASH sector desired.
  • Demonstrated competencies in managing complex partnerships including donors, government, local and international NGOs, and research institutions
  • High level of interpersonal, technical, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.
  • Commitment to and experience with the integration of gender and social inclusion
  • Demonstrated leadership, and expertise in recruiting, training, managing, and motivating diverse teams, including ensuring continued professional development.
  • Ability to manage agreements and all required programmatic and financial reporting requirements
  • Ability to perform internal control functions to manage project operations.
  • Ability to travel up to 20% within Madagascar and internationally.
