Chemonics seeks a chief of party for the five-year USAID/Feed the Future Value Chain Services Activity in Senegal. The activity will establish and manage a flexible mechanism that will provide technical assistance, training, material, and other resources to improve food security through strengthened agricultural production and market systems, the professionalization of key agriculture value chains, and rational management of natural resources. Candidates should demonstrate expertise in agricultural value chains, microenterprise development, rural development, and/or public administration. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Lead and manage the technical implementation and compliance of the project
  • Serve as principal project point of contact in Senegal for procedural and substantive matters
  • Coordinate all contract management and implementation
  • Ensure quality control and responsiveness of technical assistance provided under the award
  • Lead, manage, and provide technical direction for the activity, ensuring an integrated vision for different components and actors. Focus on achieving defined results
  • Identify risks related to activity implementation in a timely manner and suggest appropriate adjustments
  • Oversee the field project and all supporting staff, including long-term expatriate and local staff, short-term international and local experts, subcontractors, and grantees to achieve project results
  • Manage client relationships and oversee collaboration with other USAID and donor-funded programs and local stakeholders

Qualifications:

  • Master’s degree in management, public administration, social sciences, international development, or a relevant field
  • At least 6 years of experience leading, managing, and implementing large, complex, international projects. Experience in the following areas required: senior program manager with relevant experience with large (at least $10 million), complex agribusiness and agriculture development programs focused on value chains
  • Broad understanding of African agribusiness firms and financial institutions
  • Strategic thinking, policy analysis, and demonstrated ability to coordinate with host-country government
  • Professional experience with U.S. government agencies, host country governments, small NGOs, and other relevant stakeholders
  • Demonstrated experience working in partnerships with international donors and agencies
  • At least five years of professional experience establishing systems and overseeing program startup and closeout; overseeing multiple program areas simultaneously; hiring, training and supervising local personnel; and financial management
  • Effective project management, technical and analytical skills, personnel management, and strong interpersonal and teamwork skills
  • Demonstrated leadership, versatility, and integrity
  • Oral, written, and presentation skills in French (advanced proficiency) and English (proficiency)
