Chemonics seeks a chief of party for the anticipated USAID/Somalia Locally Legitimate Stabilization (LLS) activity in Somalia. This five-year activity will further USAID/Somalia’s flagship stabilization program and will comprise of integrated early recovery interventions to immediately stabilize areas recently liberated from Al-Shabaab or other non-state negative actors. LLS will work with varying levels of local governance to increase confidence in government in areas deemed strategic by the United States. These interventions will be informed by a rigorous research component in LLS. Chemonics is looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall leadership, management, operations, administration, finance, and technical oversight to achieve expected results
  • Build and maintain relationships and serve as primary liaison with USAID, country counterparts, and strategic partners
  • Ensure effective engagement and coordination with stakeholders to create and implement a strategic, long-term programmatic vision
  • Identify, report, and advise on issues and risks related to implementation in a timely manner
  • Ensure coherence, consistency, quality, and timely delivery of contract deliverables and results
  • Oversee and supervise project staff, work planning, performance management, and strategic communications, driving the project’s direction, performance, and adherence to USAID and Chemonics policies and procedures

Qualifications:

  • Minimum of 10 years of relevant experience in developing countries pertaining to stabilization, governance, democracy, combating violent extremism, or a similar field
  • Demonstrated expertise in local governance reform, civil society mobilization, and building civil institutions
  • Extensive experience managing and operating projects in complex, challenging, and sensitive environments
  • Familiarity with implementing stabilization activities and working closely with and supporting senior level decision-makers
  • Experience leading and managing development programs of similar scope for USAID, OTI, CSSF, or other international donors
  • Proven ability to establish and maintain collaborative, productive working relationships with government counterparts, civil society organizations, and other key stakeholders
  • Effective interpersonal skills, outstanding management skills, resourcefulness, creative problem solving, and ethical management
  • Willingness to work for extended durations in Somalia
  • Experience in Somalia or East Africa strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent communication and writing skills in English
