Job Summary:
We are currently seeking qualified candidates for the position of: Chief of Party (COP) on a USAID-funded five-year $32.5m project called Ana Patsogogo Activity (APA), which aims to prevent new HIV infections and reduce vulnerability among Orphans and other Vulnerable Children (OVC), OVC caregivers and Adolescent Girls and Young Women (AGYW) in Malawi. The estimated award start date, should FHI 360 secure this grant, is July 2020. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.
Position Summary:
The COP of the anticipated USAID/Malawi APA will represent the project on behalf of FHI 360 and serve as the principle institutional liaison to USAID. S/he will be the ultimate accountable person for ensuring satisfactory project performance as well as compliance with award conditions, organizational policies and procedures, and acceptable standards. This involves ensuring that the program is technical sound, in line with international best practice in OVC and AGYM programming. The COP position requires political savviness, as s/he will interact with numerous institutions and senior-level national and sub-national level government officials. The COP will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines.
Essential Job Functions/ Main Duties and Responsibilities:
- Provides vision and strategic leadership to the project team and key partners.
- Responsible for technical leadership and administrative oversight of the program.
- Charged with the overall planning, implementation and management of the project activities and staff, including coordination and management of OVC and AGYW programs.
- Maintains strong partnerships and regular communication with the donor (USAID), the Government of Malawi, project partners, and other key stakeholders.
- Supervises activity implementation and ensure that stated goals and reporting requirements are met.
- Promotes a culture of evidence-based decision-making, timely feedback and remedial actions for program improvements and strategic resource allocation/use, based on regular analysis of granular information pertaining to finances and M&E data.
- Expected to identify and mitigate risks related to program management and operations in a timely manner and suggest appropriate program adjustments.
- Leads efforts to document lessons, showcase successes and ensure appropriate branding/visibility of the USAID APA project and FHI 360 in Malawi.
Minimum Requirements and Desired Qualifications:
- At least 10 years’ experience in managing complex, NGO-led public health programs in Africa, preferably in Malawi.
- Bachelors degree in public health, social services, management, business administration, or a comparable degree. Masters Degree or higher preferred (e.g.; PhD; DSC) in public health or a related field (e.g.; social science; social epidemiology) is highly desirable.
- Demonstrated strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
- Experience with USAID-funded awards and demonstrated understanding of USG rules and regulations as well as PEPFAR strategic priorities and KPIs/targets.
- Background in capacity building (training, mentoring, technical assistance provision) and organizational development (OD) is an added asset.
