Chemonics seeks a chief of party for the anticipated five-year USAID District Governance Strengthening activity in Zambia. This project aims to develop the capacity of subnational governance structures to respond to citizen needs and improve service delivery. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Manage project activities, implementation, and oversight
  • Lead, supervise, and direct project field staff and operations
  • Provide quality assurance and control for all program deliverables

Qualifications:

  • An advanced degree in international development, political science, public or business administration, or a related social science
  • At least 10 years of relevant senior-level professional experience required
  • Minimum five years of experience as Chief of Party (or equivalent) managing and supervising a team working on service provision, decentralization and local governance activities
  • Minimum 5 years of experience as chief of party (or equivalent) managing and supervising a team working on service provision, decentralization, and local governance activities
  • Demonstrated record managing complex donor-funded programs for successful provincial strengthening, decentralization, and/or policy reform. Prior experience with USAID operating procedures, regulations, and reporting requirements preferred
  • Extensive project management leadership experience, including human resources; procurement; subcontracts; accounting and finance; monitoring, evaluating, and learning; documenting project performance; and evaluating subcontractor and grantee activities
  • Proven ability to build relationships and work effectively with government representatives and other stakeholders, particularly at provincial and district levels
  • Experience in training and facilitation
  • Experience working in Zambia on policy, local governance, and/or decentralization initiatives strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
