Overview of SOS Children’s Villages International
SOS Children’s Villages International is a non-governmental organisation established in 1949 working globally to meet the needs and protect the interests and rights of orphaned and vulnerable children. SOS Children’s Villages International works through member associations in over 133 countries worldwide.
The UN Convention on the Rights of the Child (A/RES/44/25) articulates children’s rights to survival, development, participation and protection in all circumstances. During emergencies, the risk of violation of these rights increases; children are particularly vulnerable to the loss of parental care and protection in the time when they need it most. Unaccompanied or separated children are at greater risk of being sexually abused, trafficked, or recruited into armed groups. Children’s rights to health and psychological well-being are threatened, and access to education is often denied. Furthermore, children from ethnic or religious minorities, girls, children with disabilities, and children affected by HIV and AIDS face further risks of discrimination, violence and abandonment. The emotional impact of disasters has the potential to jeopardise children’s psychosocial recovery and long-term development.
SOS Children’s Villages International is developing a global emergency response capacity to make sure that children are secure, protected and able to continue developing amidst emergency situations; that they are in a caring family environment; and to support children and communities to prepare for and to respond to emergencies.
The International Regional Office for West and Central Africa (WCAF) based in Dakar, Senegal directly supports member associations in 18 countries. Its regional emergency team is looking to recruit the following bi-lingual (French and English) consultant: Child Friendly Space in Emergency Consultant
Task Scope
The consultant will be responsible for designing a SOS-specific child friendly space (CFS) model to be applied globally by emergency project teams on the ground. The consultant will conduct a desk review based on in-house and external resources as well as direct interviews with regional and country-level child protection in emergency teams to identify best practices, lessons learnt and challenges encountered in the design and management of child friendly spaces by SOS Children’s Villages International and other child protection humanitarian partners. He/she will also conduct an impact assessment of the SOS child friendly spaces through field visits in Niger and Central African Republic. The results of the desk review, interviews and field assessment will feed the definition of a SOS-specific model of child friendly space.
The model will include at least the following aspects:
- Minimum CFS model to be implemented in all contexts, with clear guidelines and standard operating procedures
- Additional modules to be added to the minimum CFS model according to the context, needs and internal capacities (i.e. safe learning space, health and nutrition services, youth vocational training etc.)
- Minimum standards (quantity and quality) that are notably in line with the Child Protection in Emergency Standards (CPMS) and the SPHERE Standards
- Links and transition with development programs
- Annexed tools for the practical designing and management of the CFS model
Objectives of the task
Overall objective:
Improve the implementation of child protection in emergency interventions
Specific objectives:
- Conduct an impact assessment of SOS child friendly spaces in Niger and Central African Republic (20%)
- Design a Child Friendly Space model and corresponding descriptions, tools and templates specific to SOS Children’s Villages International to be used by child protection in emergency project teams on the ground in both sudden onset and chronic crisis (75%)
- Develop a two-pager fundraising note to present SOS Child Friendly Space model and SOS added-value as a child protection in emergency partner (5%)
Methodology
The consultant will conduct the following steps:
- Conduct a desk review on child friendly spaces based on in-house and external resources
- Remote and in-person interviews with SOS global, regional and country-level emergency teams
- Conduct field missions in Niger and Central African Republic to assess the impact and efficiency of SOS child friendly spaces (see below section “Scope of Assessment”)
- Present the impact assessment’s report and key findings during the West and Central Africa annual emergency network meeting in Senegal
- Agree on the table of content and annexed tools of the SOS-specific child friendly space model with the global emergency response team and regional emergency teams
- Contract with an engineer or with a civil engineering cabinet to include infrastructural aspects of the SOS-specific child friendly space and ensuring a safe and secure environment for children during both sudden onset and chronic crisis
- Based on above findings, including the results of the engineer or of the civil engineering cabinet, develop a SOS-specific child friendly space model that notably include the aspects highlighted in the above section “Task Scope”
- Draft a two-pager fundraising note in English in collaboration with the Fundraising, Development and Communication Department of the International Regional Office for West and Central Africa
SCOPE OF ASSESSMENT
The Consultant will collect both qualitative and quantitative field data around the following points in a participatory approach from adults and children:
- Take a coordinated, inter‐agency, and multi‐sectoral approach
- Use Child Friendly Spaces as a means of mobilizing the community
- Make Child Friendly Spaces highly inclusive and non‐discriminatory
- Ensure that Child Friendly Spaces are safe and secure
- Make Child Friendly Spaces stimulating, participatory, and supportive environments
- Organize integrated supports and services
- Provide ongoing training and follow‐up support for animators and staff
- Phase out or transition in a contextually appropriate manner

WHAT WE OFFER

The Consultant will work in close collaboration with a dynamic network of experienced emergency workers at global, regional and country levels.

- Ground transportation in Dakar, Niger and Central African Republic (upon availability of existing resources)
- Logistic and administrative arrangements with UNHAS (upon availability of services)
- Office facilities in Dakar, Niger and Central African Republic, including Internet access
PROFILE & COMPETENCIES
- Minimum of a Master degree in a field related to the consultancy
- At least 7 years child protection in emergency experience in conflict-affected contexts
- Demonstrated experience in conducting child protection in emergency impact assessments
- Demonstrated experience in designing child protection in emergency intervention models
- Experience working with international NGOs on program design/evaluation
- Excellent interpersonal, communication and presentation skills
- Excellent M&E and analytical skills
- Practical experience in administrative and logistics management for undertaking similar consultancies
- Fluency in French and English is mandatory
- Familiarity with the context/region of West and Central Africa is an asset
- Demonstrated infographic skills is an asset
- Experience working in a Federation is an asset
- Capacity to use his/her own IT material is mandatory
- To have an international health and evacuation insurance is mandatory
The Consultant is expected to work independently and efficiently over the course of the consultancy but in close collaboration with the WCAF regional emergency team.

- Flight tickets price from/to Dakar, Senegal from/to Niger, Chad and Central African Republic (according to proposed work plan)
NB: Bank transfer fees and charges are not the responsibility of SOS Children’s Villages International. If you are not a registered consultant in Senegal, a fee will be deducted from your invoice to cover local income tax laws. The contract price will be fixed regardless of changes in the cost components.

All findings and deliverables are the property of SOS Children’s Villages International and may not be disclosed to external parties and/or used by the Consultant without the consent of SOS Children’s Villages International.
The Consultant will have to sign the SOS Children’s Villages International’s “Commitment to the Child Protection Policy” and the “SOS Code of Conduct” upon signature of his/her contract.
The consultant is the sole responsible for his/her security. SOS Children’s Villages International may not be liable in case of security and safety issues.
