BACKGROUND

As part of the Global Protection Cluster (GPC), The Bioforce Institute is looking for a Regional Child Protection Help Desk based in Dakar

The global Child Protection Area of Responsibility (AoR) is the global level forum for coordination of child protection activities in humanitarian settings as part of the broader Global Protection Cluster (GPC). The group brings together NGOs, UN agencies, academics and other partners under the shared objective of ensuring more predictable, accountable and effective child protection responses in emergencies. The AoR works closely with the global Alliance for Child Protection in Humanitarian Action (the Alliance) to improve the child protection in emergencies (CPiE) sector by producing key inter-agency tools, building capacity and developing shared advocacy and policy.

In the CP AoR work plan, one of the major areas of work outlined is strengthening coordination of child protection at field level. This includes activities related to ensuring child protection coordinators in the field have access to training and technical assistance on coordination as well as access to knowledge and inter-agency resources on child protection in emergencies. The CP AoR currently employs a Global Help Desk, but, in an effort to promote greater access at local levels, the CP AoR in collaboration with relevant child protection stakeholders is supporting a process to decentralise the help desk function, which will be available in Arabic, French, Spanish, or English depending on location.

The existing global CP AoR Help Desk, together with the CP AoR team, will provide technical support, mentoring, and coaching to decentralised help desks in collaboration with in-country support teams. Decentralising this service and making information available more quickly and in more relevant local languages will enable local actors to design, implement, and monitor their humanitarian responses more effectively and independently. These Regional Help Desks will disseminate information, respond to technical support requests in the relevant UN language, support country coordination groups to strengthen engagement with local actors, and gather feedback from local actors on whether technical materials developed at the global level are contextually relevant and applicable.

RESPONSIBILIITIES AND DELIVERABLES

Within the Africa Training Center and under the responsibility of the Center Manager you will be in charge to:

1. Engage field-based Coordinators and Information Management Officers in peer to peer support, discussions, and sharing of best practices through the Child Protection AoR Regional Community of Practice (CoPs) (55%):

  • Determine appropriate communication forums and pathways for a regional community of practice in collaboration with relevant stakeholders
  • Initiate and facilitate a community of practice for field-based Child Protection Coordinators and Information Managers through communication channels, such as skype group, google group, facebook page, or other means, to create field-based networks and information sharing
  • Provide individual technical support for coordinators and coordination groups as well as linkages with other coordinators or technical experts as needed
  • In collaboration with the regional focal point, create and maintain a log of incoming requests; conduct analysis of the inquiries nature and present key findings of requests to relevant stakeholders on monthly basis
  • If longer term, more substantial support for a specific request is needed, liaise with your supervisor and Global Help Desk to determine a way forward, which may involve creating interim guidance and/or referring requests to the relevant Alliance Working Group or Task Force as applicable and follow-up as necessary
  • Maintain a list of active potential child protection coordinators and information managers
  • Coordinate with the Global Help Desk for technical support and guidance as needed
  • Manage Child Protection Resources and manage the Newsletter (20%)
  • Coordinate with the Global Help Desk to organize and maintain a “resource repository” of field-level examples and tools collected
  • Create and disseminate a Child Protection Newsletter with relevant regional updates, new resources, upcoming trainings and webinars, trends and common themes within help desk requests, and other useful updates.

3. Support the organization of high-quality CPiE technical and/or organizational training or meetings (15%)

  • Participate in global or regional help desk meetings and/or trainings as needed

4. Support the CP AoR 2018 Annual Survey work (10%)

  • Coordinate with the Global CP AoR and Help Desk on the 2018 Annual Survey to support on question design, dissemination, and analysis
  • Contribute to help desk analysis by region, comparing trends and needs across regions and globally

KNOWLEDGE & EXPERIENCES

– Essential

  • At least 2 years of experience in child protection (better if in emergencies) programming or child protection (better if in emergencies) coordination or related fields.
  • Experience of designing and delivering training
  • Excellent interpersonal skills
  • Fluency in French and English.
  • Good understanding of the humanitarian architecture at global and field level and the transformative agenda
  • Proven ability to work independently and deliver results
  • Excellent communication and organizational skills
  • Desirable
  • Established relationships with field based coordinators of child protection in several key emergency affected settings
  • Experience coordinating child protection responses
  • Experience leading a child protection rapid assessment in an emergency context.
  • Experience designing and implementing knowledge management initiatives for the humanitarian sector
  • Experience in strategic planning, preferably in the area of capacity building.
  • Experience working implementing child protection programmes in an NGO
  • Experience mentoring in a professional setting
  • Experience facilitating child protection in emergencies (CPiE) and child protection coordination training to interagency groups
  • Familiarity with the work, working methods, and members of the CPWG.

LANGUAGE REQUIREMENTS

Fluency in French and English.

EDUCATION

University degree (Bachelor’s or Master’s degree) in Social sciences, Law, Psychology, Child Protection, a recognized professional certificate in Child Protection or equivalent in social sciences or similar disciplines related to the CP.

CONTRACT

Fixed-term contrat – 12 Months

Gross salary for this position is 1 000 000 XOF (Senegalese local contract).
