In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane Sofala and Nampula provinces. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, Youth Economic Empowerment and climate change. Our work is gender transformative and includes influencing work at national and sub-regional level.
ROLE PURPOSE
The Project Coordinator will be responsible for the implementation of the Child Protection in Emergencies “Tamujunto”, in Nampula Program Area, which for a period 12 months.
The Project aims to provide life-saving support and contribute to life-sustaining and recovery efforts through agriculture, livelihoods, water sanitation and hygiene (WASH) and protection support to internally displaced persons (IDPs) and host communities (HCs) affected by the insecurity and violence in Cabo Delgado and Nampula provinces.
DIMENSIONS OF THE ROLE
The Project Coordinator will need to ensure a high level of interactions between Plan, partners, communities and other stakeholders, in close collaboration with local authorities both at district and provincial levels. The Project Coordinator will lead and provide technical expertise in planning, implementation, reporting, monitoring and evaluation. In addition, the job holder is responsible for ensuring timely quality reporting to stakeholders, including the donor.
The post holder will be based in Nampula, with frequent travels to Namialo and Corrane. He/she will report to the Plan Program Area Manager. The Project Coordinator will be responsible and accountable for the management and coordination of the project’s budget, its activities and the achievement of results.
The Project Coordinator is also responsible for partnership management in line with Plan International’s approach “Building Better Partnership”, to advance Children’s’ Rights and Equality for Girls.
ACCOUNTABILITIES
• Monitors project implementation through regular visits, meetings with community and other stakeholders and makes informed decisions as necessary.
• Manages the carrying out of baseline studies and the implementation of Project Review Findings and establish strategic priorities for program changes based on the findings.
• Ensure the collection, storing & management and analysis of good data to inform decision-making.
• Coordinates all actions with partners, and integrate project objectives/activities with the district government, stakeholders.
• Leads project staff, builds capacity of staff and communities through trainings, and identifies gaps in performance and coaches towards good performance.
• Guides and leads the project team in monitoring and checking of budget and expenditure, as required by the donor coordinates with the PA Finance department for budget management.
• Prepares all monthly, quarterly and annual project work plans and reports required by Plan Mozambique and the donor and by other project stakeholders and beneficiaries as appropriate.
• Document experiences and lessons learned through participatory approaches and share with stakeholders and civil society.
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
KEY RELATIONSHIPS
To maximize overall project impact and optimize the contribution of others, the post holder will be required to initiate, develop and maintain a range of working relationships externally with government counterparts, local relevant clusters, implementing partners and other development organizations and internally with Program Area Manager, Child Protection Technical Adviser, Child Protection Senior Manager, PA Accountant, Country Finance Manager, Gender and Influencing Specialist and MEAL Specialist.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
• Degree in Social Sciences or related discipline;
• 5 years’ work-related experience on Child Protection in Emergencies;
• Knowledge and Experience in project management cycle;
• Strong experience in report writing;
• Familiarity with national policies and programmes in Emergencies, Gender-based violence, Child Protection and WASH;
• Ability to prioritize work effectively for execution with limited resources;
• Ability to work independently without close supervision;
• Strong planning and organizational skills;
• Programme management skills with excellent grasp of programming concepts
• Analytical skills;

PHYSICAL ENVIRONMENT
The position entails 50% working in the communities, so there are frequent travels to the field and exposed to hot and windy climate, so the post holder may require sunglasses.
The Project Coordinator will be working from the Nampula PA office, with regular travels to Namialo and Corrane, but will spend approximately 50% of his/her time working with communities and with the local government.
