Plan International Mozambique is involved in humanitarian efforts in the immediate aftermath of the Idai cyclone. Interventions focus on NFI distributions, Education and WASH, livelihood child protection and women and girls’ protection and empowerment.

ROLE PURPOSE

The CPiE Specialist will be responsible for strengthening the quality of Plan International’s child protection in emergency programme, with a focus on community-level approaches and case management services. S/he will be responsible for strengthening community groups and mechanisms that have a role in protecting children in a settlement sites and host community, and for ensuring safe access to services through case management provision for protection concerns. The Specialist is responsible for supporting CPiE teams in delivering quality services in a safe manner that adheres to minimum standards and Plan International policies.

Dimensions of the Role

Programme Development and Quality Implementation: Provide technical support for teams implementing community based child protection, case management services, and PSS elements of the emergency response programme. This would also include (and not limited) to regular assessment and analysis, making strategic suggestions for programme design / modification and working with the colleague CPIE specialist and DRM in developing quality child protection proposals as per donors’ requirement.

Programme implementation

  • Design participatory tools and processes to engage children, caregivers and community members in project objectives.
  • Support the project managers in technical areas of project implementation, providing suitable resources and assisting with the contextualization of resources to meet needs of the population.
  • Build the capacity of Plan´s psychosocial support workers to create a sustained partnership with children, family and community members in supporting children with PSS needs in CFS.
  • Support the CP Project Manager to ensure the full access and inclusion of children with disabilities in PSS services
  • Support the CP Project Manager to develop case management documentation and tools, including referral pathway, service mapping and eligibility criteria for cases.
  • Provide technical support and training for case management teams, using global Case management training materials, including Case Management supervision package.
  • Support project manager and case management team to evaluate caseloads and ensure that all cases are reviewed with updated case plans regularly.
  • Ensure that Case Management SOPs and Data Protection Protocols from sub-national sub-cluster are provided to teams, and understood and complied with by Plan Case Management.
  • Support in the design of key messages on key child protection issues affecting communities such as early marriage, sexual exploitation, neglect and child labour
  • Regularly visit Plan’s field activities and provide on ground technical support where needed
  • Support the project manager to ensure transition plan for CFS after project.

Representation and advocacy

  • Respect and work according to local policies and regulations.
  • Work in close relationship with the government representative in Buzi District and Sofala Province.
  • Support liaison between Plan International and relevant stakeholders, local, national and international partners and local authorities
  • Represent Plan International at inter-agency and government coordination meetings.
  • Participate fully in CP working groups/bilateral meetings, and Case Management Task Force
  • Establish and maintain strong working relationship with UNICEF focal point at Province level.
  • Regular interaction with other CPiE and protection actors, and UN bodies to effectively respond to child protection issues in settlement sites.
  • Contribute to ongoing efforts to develop context specific guidance notes and policy-making efforts.

Documentation and M&E

  • Contribute in documenting Plan’s projects, including lessons learnt reports and case studies
  • Ensure being updated on existing needs assessments (child protection and related sectors) and conduct regular assessments and analysis to inform programme design and modifications to meet emerging  needs and ground realities
  • Support the revision of a child protection M&E plans for project and develop tools where needed for quality and quantitative indicators to be accurately measured.
  • Monitor the quality of project’s activities and reporting of the relevant partners
  • Support report writing, ensure accurate data and qtrong narrative reports are compiled.
  • Lead on proposal development for CPiE proposals and contribute to multi-sector proposals as needed.

Capacity Building

  • Build capacity of the project manager to effectively manage the project, as well as supervise and support his/her team.
  • Build capacity of national staff in CPiE, PSS, Case Management, PFA, and other areas as needed.
  • Provide input to the development of orientation and training materials for community facilitators and incentive volunteers.

Team Management

  • Provide strong support to the project manager in technical areas.
  • Ensure all CPiE staff adhere to Child Protection Policy (CPP) and safeguarding guidelines.
  • In coordination with the project mana, ensure good communication and coordination with team members through regular programme coordination meetings (or other if needed)
  • In coordination with the project manager, create a structured and supportive environment of performance management for community based protection and PSS staff and volunteers, including aligned performance indicators, structured supervision meetings and on the job coaching and monitoring

Accountabilities (BUT NOT LIMITED TO)

Coordination, Advocacy & Representation

  • Build relationships with partners, government, other NGOs and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
  • Represent PIM and coordinate activities with the Protection cluster as well as GBV Sub-cluster or any other relevant coordination meetings as required.Partner Management
  1. Develop and maintain effective working relationships with the local partner and government ministries. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensure regular technical support and guidance to the partner in accordance with partnership agreements.
  • Conduct regular planning and review meetings with local partner to assess progress, lessons learned and develop action plans.

Technical expertise, skills and knowledge

Essential

  • Degree in public health, international development, psychology, social work or other related discipline.
  • At least 5 years of relevant programme management and technical experience, with at least 2 years of field experience in displaced contexts.
  • Demonstrate clear understanding of child protection concerns, gender, human rights and violence against women and girls.
  • Experience facilitating trainings and workshops on Child Protection topics.
  • Knowledge of Child protection Minimum Standards, the Child protection Cluster, Do No Harm principles and the CHS
  • Solid leadership skills, able to support and build capacity of staff and partners and to work with disaster affected communities in a sensitive and participatory manner.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Knowledge, skills and experience in participatory methods of community development and mobilization.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Ability to speak and write in English and Portuguese. Knowledge of the indigenous languages spoken in Sofala is a plus.

Desirable

  • Master’s Degree in Social Sciences or other equivalent
