Our client has since commenced its support to the country’s new transitional authorities in their post-conflict efforts. These range from assisting the Libyan authorities restore public security and the rule of law, promote inclusive political dialogue and national reconciliation, help the Libyans embark on the drafting of a new constitution and lay the foundation for elections. Our client is mandated to support the organization of elections in Libya, in full accordance with the principle of national ownership.
Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political and economic conditions affecting the macro-stability of the country, and the lives and livelihood of the Libyan people. Since the country’s first free elections on 7 July 2012 for the General National Congress (GNC), two subsequent electoral events took place: the Constitutional Drafting Assembly election on 20 February 2014 amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 92 municipal council elections during 2014 and 2015.
With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this initiative is designed to support Libya in holding municipal council elections in 2018 and 2019. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated body responsible for Local Elections, the project expects to contribute to the timely planning, preparation and conduct of the upcoming municipal elections. The project focuses on support to and capacity building of the CCMCE to prepare and run successful election operations including a successful voter registration and prepare and conduct voter/civic education and awareness raising activities. Role objectives

Under the overall supervision of the Chief Technical Advisor and the Project Manager, a team of three (national) Civic and Voter Education Specialists working under the direct supervision of the civic and voter education coordinator and general supervision of the Chief Electoral Advisor, who will be based at the CCMCE will support the civic and voter education initiative of the CCMCE. Following our client’s procedures, s/he will device and implement the developed plan, which has been jointly developed by CCMCE and partners. The advisor shall be providing technical assistance and guidance to the CCMCE on planning, developing and implementation of a comprehensive civic and voter education strategy. Project reporting

Reporting to the project manager. Key competenciesEducation:
• A Master’s degree in Political or Social Sciences, Journalism/ Communications and/or related fields. A Bachelor’s degree in combination with two additional years of qualifying experience may be accepted in lieu of a master’s degree.

Experience:
• A Minimum of 5 years’ experience in the development and delivery of voter and civic education and information programs in an election context, or relevant equivalent experience in the field of working with civil society organizations and implementing projects;
• Work experience with Electoral Management Bodies is an advantage;
• Work experience with implementation of an inclusive/gender-responsive Civic and Voter Education programme is an asset;
• Work with civil society organizations in Libya is an asset.

Language requirements:
• Fluency in both written and spoken English and Arabic are essential.Team management

Functions / Key Results Expected:
Summary of Key Functions:

  2. Production and dissemination of civic education materials;
  3. Establishing relations with relevant electoral stakeholders including with the media;
  4. Continuous Assessment of civic education activities.
    The Civic and Voter Education Specialist shall perform the following functions:
  5. Support implementation of a Civic and Voter Education programme;
  6. Support the CCMCE in the design and development of culturally- and gender-responsive civic/voter education strategy, including dissemination of materials and activities;
  7. Support the CCMCE in the design and development of culturally- and gender-responsive civic/voter materials through a variety of mediums for potential voters;
  8. Conduct a mapping of existing capacities to support a civil society civic education programme;
  9. Support the CCMCE Outreach and Public Relations team with civic education, public information to:
  10. Develop TORs for the procurement of civic and voter education related activities;
  11. Provide technical advisory support to the CCMCE for the production and dissemination of civic and voter education materials;
  12. Work closely with selected partners / NGOs in the implementation of the civic / voter education initiative;
  13. Provide regular reporting on the coverage and quality of civic education through:
  14. The development of monitoring tools for the continuous assessment of levels of Libyans knowledge of electoral related issues amongst potential voters;
  15. Establish relations with relevant stakeholders and ensure there is close coordination with and among our client’s civic/voter education initiatives and other programs carried out by national and international NGOs and other entities.
