Civic Education Adviser (International Consultant)

The signing of a revitalized peace agreement by the parties to the conflict and reconstitution of the government of national unity signals increased space and opportunities to advance reconciliation between the conflicting communities at subnational level. The subnational peace is vital to complement and sustain the national peace process as the communal conflicts are amenable to be exploited by political elites for their political vested interests. Mobilization of the communities for peace and reconciliation would put pressure on political elites to pursue a genuine peace agenda. Further, strengthening the nexus between sub-national reconciliation with national peace process will complement the implementation of the revitalized peace agreement and more broadly the national reconciliation agenda.

Civil Affairs Division intends to hire an International Consultant who has specialization in Civic Education. With the foreseen mission mandate on institutional development and capacity building, the Civil Education Adviser will contribute to CAD’s shift to supporting extension of state authority with entry points for grassroots-level civic education and upcoming political transition, including elections. The consultant will also draft an operational plan to implement the strategy.

The Civic Education Adviser will be based in Juba but will undertake extensive travels to field locations and engage with a wide range of local stakeholders. He/she will both report to the Director of the Civil Affairs Division.

Responsibilities:

  • Identify and articulate strategic priorities, opportunities, and entry points for Mission support actions in strengthening extension of state authority with entry points for grassroots-level civic education and upcoming political transition, including elections from existing mission approaches and best practices of other countries. With the foreseen mission mandate on institutional development and capacity building, the Civil Education Adviser (Int’l) will contribute to CAD’s shift to supporting extension of state authority with entry points for grassroots-level civic education and upcoming political transition, including elections
  • Identify areas in communal engagements which will strengthen the nexus between the subnational and national civic education process
  • Develop an operational plan to implement the strategy at the subnational level

Qualifications:

  • Master’s degree in social sciences or peacebuilding / conflict management/ civic education or the equivalent combination of education and experience in a related area
  • Minimum five (5) years of progressively responsible experience in civic education/reconciliation or in areas of peacebuilding or conflict management
  • Proven experience as a lead grassroots level civic education adviser / consultant
  • Knowledge in programming or strategy development including good understanding of PKO programming modalities
  • Extensive field experience, especially in conflict and/or post-conflict settings; prior experience in the sub-Saharan African region is desirable
  • Demonstrable ability to engage with sensitivity, strategic foresight, and political acumen in situations involving multiple actors and stakeholders in particular from antagonistic ethnic communities and political fractions

Performance Assessment of the Consultant

  • Weekly Progress report to the CAD Director.

Duration of the Assignment

  • 2 months and 2 weeks (10 weeks)

End of Assignment.

  • 15 March 2021

Expected deliverables:

  • Strategy paper on grassroots level strategic priorities, opportunities, and entry points for Mission support actions, which will strengthen grassroots-level civic education and upcoming political transition, including elections.
  • Operational Plan to implement the strategy at the subnational level
