Overview of position:

Somalia Urban Resilience Project – phase 2 (SURP-II) is a municipal governance and infrastructure development project financed by the World Bank and its partners, aimed at improving access to urban infrastructure and strengthening municipal governance in Somalia. UNOPS provides technical assistance to the SURP-II works implementation at 4 Municipalities; Baidoa, Garowe, Kismayo, and Mogadishu. The works involve construction of urban roads, drainage works, office buildings, rehabilitation and maintenance of the selected urban infrastructure, and installation of streetlights. The work implementation is managed by the Project Implementation Unit (PIU) of the respective Municipality using private sector Contractors. UNOPS technical assistance includes the Contracts management and construction supervision support to the PIU to ensure the works are implemented in accordance with the technical design, specifications, and engineering standards as specified in the civil works contract documents, and also in compliance with environmental and social safeguards standards. Working alongside the PIU, UNOPS also strengthens PIU staff capacity through ‘on-the-job’ training.

Role objectives:

The Assistant Engineer embedded within the PIU team and reporting to the Supervising Engineer will provide construction supervision support to the PIU to ensure the works are implemented in accordance with technical specifications and contract provisions. The specific roles and responsibilities include:

  • Review the contract documents, design drawings, specifications, bill of quantities and under the guidance of the Supervising Engineer, develop the construction supervision plan.
  • Liaise with the PIU team and the Contractor(s), and carry out the construction supervision activities on quality, progress, and environmental & social safeguard standards.
  • Prepare construction supervision reports on a weekly basis (or a more frequent basis if required due to specific circumstances) and submit them to the Supervising Engineer seeking advice on critical issues.
  • Monitor Contractor(s) progress against the plan and in case of delivery delays, identify causes for the lack of progress and in consultation with the Supervising Engineer inform the PIU of the recommended actions to improve work progress.
  • Participate and assist in the quality control activities such as ensuring Contractors’ adherence to the design specifications, curing of concrete works and material quality testing, etc.
  • Carry out measurements of the completed work and prepare quantities to assist PIU in the certification of the Contractor submitted bills for payments.
  • Supervise to ensure that Health, Safety, Security, and Environment (HSSE) requirements and procedures are strictly followed during all construction activities.
  • Participate in meetings with the PIU, Contractor, and project stakeholders under the guidance of the Supervising Engineer.
  • Support the PIU team’s technical capacity building by sharing knowledge and facilitating ‘on-the-job’ training opportunities.
  • Perform other duties related to the assignment requested by the Supervising Engineer.

Project reporting:

  • Reporting to UNOPS Project Manager.

  • Planning & Organizing – Ability to plan, organise, manage, and implement work assignments, juggle competing demands, and work under pressure of frequent and tight deadlines.
  • Judgment – Demonstrated ability to apply good judgment and decision-making skills.
  • Teamwork – Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
