Trócaire has been working in Gedo in health & nutrition and education for the last 24 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and at times works with local organisations working in Gedo in the livelihoods and education sectors as partners.

The programme is recruiting a Clinical Coordinator. The Clinical coordinator will be responsible for providing day to day planning, management and coordination of all aspects of capacity building of District Health Board Members, Health Programme Staff, DHO and RHO staff.

The Clinical coordinator will work in close collaboration with the Area Manager, the Zonal Coordinators, Medical Officers, DHO, DHB and RHO to achieve programme purpose and results.

Reporting to Area Manager. This is a fixed term for one year and is based in Gedo region of Somalia.

The successful applicant will be expected to sign up to and adhere to Trócaire’s Safeguarding Policy.

Key Duties & Responsibilities

Programme

  • The Clinical coordinator has overall responsibility for developing the capacity of DHBs, DHO, RHO, health staff to manage, coordinate, deliver and govern the health services at district and regional level.
  • S/He will work with the DHB, DHO, DHB, RHO and Trocaire Coordinators to develop a training strategy which meets the programme objective of: “Proportion (no. & %) of health workers in target areas adequately trained in order to fulfil their job description” in a sustainable manner
  • S/He will coordinate all district capacity building activities including the development of training plans, documentation, impact assessment and reporting on training.
  • S/He will deliver training to DHBs, DHO’s and RHO’s and/ or organise external consultants to deliver specialist modules.
  • S/He will accompany the evolution of the DHB, DHO&RHO governance structures at the national level and ensure that Gedo DHBs are integrated into these emerging structures
  • S/He will work closely with and invest in the development of trainers within Gedo to ensure that future training is effective and will result in improved quality of health services
  • S/He will develop assessment tools to evaluate baseline skills and ongoing development of different cadres being trained and will coordinate the development of training curricula and other capacity building guidelines
  • S/He will identify and source training materials as well as external institutions and expertise and facilitate them to support capacity building activities as appropriate.
  • S/He will develop and maintain a HRH database for DHB/MOH contracted staff.
  • S/He will work with senior staff, DHBs, DHO & RHO to establish functional resource centres in each district health zone.
  • Support the district hospitals in the absence of the medical officers and perform emergency surgical procedures and routine clinical services.
  • Responsible for direct management of the entire capacity building team (Nurse/Midwives and anaesthetists).
  • S/He leads by example, working to the highest standards of professionalism, ethics and integrity
  • S/He will perform any other duties as requested by his/her line manager
  • Where necessary and according to the context, liaise with MoH and local government officials ensuring that partners/Boards and committees keep local authorities informed of Trócaire supported Programmes.

REQUIREMENTS

Person Specification – Essential Requirements

Qualification

  • Qualified Medical Doctor with surgical skills
  • Minimum seven years’ experience in working in health programmes in hardship environments
  • Minimum of 5 years’ experience is conducting surgical procedures.

Experience

  • Minimum seven years’ experience in working in health programmes in hardship environments Minimum of 5 years’ experience is conducting surgical procedures.

Skills

  • Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; flexible and adaptable to work under unstable environments and under pressure with limited support.
  • Capacity Building skills
  • Strong writing and excellent communication skills in English and Somali.
  • Good computer skills (Microsoft Office).
  • Ability to work to a high standard in a multicultural team lead and to motivate DHB/DHO members and staff to achieve programme results
  • Strong problem-solving skills, analytical skills, ability to work under pressure and good communication skills.
  • Ability to work with minimum supervision
  • Flexible and willing to work additional hours to ensure that the required results are delivered.
  • High level of reliability, objectivity and honesty
  • Willingness to work in Somalia environment in unsocial hours and harsh conditions
  • Proven strategic and innovative thinker, recognising and ensuring individual strengths of the team are fully involved in planning, implementation and analysis processes
  • Proficiency in Somali is an added advantage
