Job Summary

The Medical Officer is responsible for the field implementation of health care programs in his area of assignment through supervision, technical oversight and coordination with other departments and relevant agencies.

Key Responsibilities

Supervision

  • Ensure timely accomplishments of target indicators according to proposed activities and available funds as service delivery points – MMU or static clinics
  • Provide support to ensure quality programming implementation related to primary health care, reproductive health, vaccination, nutrition, early warning systems, outbreak response, rational drug use, medical supply chain management, pharmaceutical supply in coordination with the pharmacy officer
  • Ensure that all health staff in all supported health facilities contribute to IMC’s program objectives by performing needed services
  • Ensure that all supported health facilities including medical mobile units are equipped and maintained according to the Basic Health Services Package of Ethiopia and Guidelines for the Operationalization of Mobile Medical Services
  • Spend 80% of his/her time at clinic or MMU level for monitoring and supervision to ensure quality of services, accurate data collection and verification of pharmaceuticals, supplies and equipment

Representation

  • Represent and actively participate in health and camp coordination meetings and other relevant meetings in behalf of SPE.
  • Provide documented feedback to his/her supervisor on meetings attended

 Reporting

  • Ensure that data collected through the health facilities are in line with IMC’s internal M and E system as well as comply with donor expectations
  • Regularly collect, consolidate and summarize reports using data collected, providing relevant analysis and interpretation on morbidity trends
  • Prepare relevant activity reports to include training, supervisory and site visit reports

Technical Oversight

  • Work with his/her subordinates to ensure that services provided in all supported health facilities are in accordance to MOH and WHO standards and guidelines.
  • Support the health staff on medical facility assessments, data quality assurance, analysis and interpretation of data, disease surveillance, emergency preparedness, outbreak response and other relevant subjects related to program management
  • Work closely with his/her subordinates  to undertake ongoing assessments of population needs and adapt the program interventions accordingly

Coordination

  • Coordinate with his/her subordinates and his/her supervisor to determine opportunities for collaboration with DOH or other relevant agencies to maximize resources
  • Coordinate   with his/her subordinates and his/her supervisor and with other program departments to ensure integrated implementation of services
  • Lead the MMU or clinic team to coordinate with other departments (CH, MHPSS, GBV) in the implementation of activities in consultation with his/her supervisor

 Training

  • Work with his/her subordinates and supervisor to determine staff training needs
  • Support the conduct regular training activities including case studies, morbidity or mortality reviews for health staff
  • Prepare training plan for his team members and work with his supervisor to prepare needed resources for training
  • Actively seeks opportunities to participate in trainings relevant to his/her position and career interest

Job Requirements

Education / Experience Needed

  • Bachelor Degree in Nursing/ Health Officer (HO)
  • Minimum of 3 Year Experience

 Skills Required

  • Qualified medical doctor or health professional
  • Must submit copies of highest educational qualifications received and present original upon interview
  • Familiar with the Basic Package of Health Services according to MOH – Ethiopia
  • Knowledge and previous experience on a supervisory role preferred but not essential.
  • Able to analyze and interpret data and track program performance against program indicators
  • Ability to work under pressure and willing to be on call when the need arises
  • English writing and reading skills essential
  • Ability and willing to work in resource limited and insecure settings
  • Excellent organizational skills and ability to handle multiple tasks in a dynamic environment
  • Ability to work effectively with various personalities and is culturally sensitive
  • Able to articulate effectively and communicate well with others
  • Willing to work with a team
