Overall Description
GOAL has a 15 year presence in Sierra Leone with activities in Western Area, Kenema, Bombali, Port Loko and Kambia Districts. The GOAL Sierra Leone programme contributes to poverty and vulnerability reduction through the implementation of multi-sectorial, integrated programmes.

EBOVAC1 is a consortium comprising a number of partners including Janssen Vaccine and Prevention, the London School of Hygiene & Tropical Medicine (LSHTM), Inserm, the University of Oxford and the College of Medicine & Allied Health Sciences (COMAHS) in Sierra Leone. GOAL is supporting the EBOVAC1 project to implement Ebola vaccine trials in Sierra Leone.

The Ebola vaccine trials are being led by LSHTM and COMAHS in Sierra Leone. The trials are being executed in Kambia district (Kambia town, Rokupr and Mambolo) with the possibility that the research might expand beyond Kambia district in in the future. This position is based in Kambia with frequent visits to Freetown.

General Description of the Role and Responsibilities

GOAL has a Memorandum of Understanding (MOU) with LSHTM. This role will primarily act as the focal point for GOAL in supporting the Ebola vaccine trials and associated research. At present there are two trials that fall under the EBOVAC1 project:

EBOVAC-Salone: this is the trial of the Janssen prime-boost Ebola candidate vaccines.

PREVAC: this is the trial of the Janssen prime-boost vaccines alongside the Merck Ebola vaccine.

For 2018, it is expected that the role holder will spend 60% of their time on EBOVAC-Salone (funded by Janssen) and the remaining 40% of their time on PREVAC (funded by LSHTM). In 2019, this role will be 100% funded by LSHTM, and will cover operational support to the project sites. The EBOVAC1 project is funded by the Innovative Medicines Initiative of the European Commission until November 2019, with potential for extension.

This is a 12 month contract. The candidate will be based in Kambia for 70% of the time and Freetown for 30%.The candidate will be line managed by the GOAL Sierra Leone Assistant Country Director – Systems but will also liaise closely with LSHTM trial manager and operations staff in country. The role holder will support the coordination of logistics, HR, and GOAL finance and admin functions in support of the EBOVAC1 project in Sierra Leone.

Generator and Site Management
• Ensure GOAL support team maintain generator running times at all sites in-line with stated LSHTM requirements.
• Monitor fuel usage for all generators and conduct regular checks of all generator logs, fuel tracking sheets and maintenance/repair plans.
• Recommend suitable changes to generator running, fuelling and repair/maintenance plans to provide optimum support in-line with LSHTM requirements.
• Manage all repair and maintenance contracts signed by GOAL in support of designated EBOVAC1 facilities.

Fleet Management
• Ensure GOAL support team maintain Driver availability in-line with stated LSHTM requirements.
• Monitor fuel usage on all TOM cards and conduct regular checks of all vehicle trip logs, fuel tracking sheets and maintenance/repair plans.
• Liaise with LSHTM staff on all vehicle requirements outside of normal office hours, monitoring and signing off all overtime forms for GOAL drivers.

Procurement
• Assist and advise LSHTM to draft 12 monthly procurement plans.
• Raise all relevant GOAL Purchase Requisitions for procurement in support of EBOVAC1.
• Liaise with the GOAL Procurement Office in Freetown to make sure all EBOVAC1 procurements are actioned quickly and in compliance with GOAL procurement policy.
• Advise LSHTM on GOAL procurement processes and in-country limitations.

Importation and Customs Clearance
• Coordinate and supervise the import into Sierra Leone and delivery of EBOVAC1 study materials to designated trial study sites.
• Submit and manage all documentation for duty waivers and customs clearance processes.

Admin, HR & Finance
• Line manage Deputy Operations Support Coordinator.
• Ensure Trial Support Team are managed in line with GOAL HR policy.
• Provide guidance and leadership to GOAL Trial Support Team.
• Provide daily line management to Finance Assistant .
• Facilitate relevant training on GOAL policies and processes for GOAL and LSHTM staff.

Budget management
• Manage designated GOAL budget in support of EBOVAC1.
• Manage monthly Budget Monitoring Tool for EBOVAC and PREVAC budgets, and liaise with Finance Department for all amendments, updates and forecasting
• Liaise with LSHTM finance lead and provide budget updates to LSHTM on a regular basis; manage all budget realignments required.

Liaison and Communications
• Act as point of contact for LSHTM trial staff in Sierra Leone.
• Provide updates to GOAL management and LSHTM on support activities as required.

Mainstreaming Issues
• The employee must read, understand and implement, according to area of responsibility, GOAL’s policies and procedures Safeguarding (including Prevention of Sexual Exploitation and Abuse – PSEA), and mainstreaming of Gender, HIV and AIDS and Child Protection.

Compliance Issues
• Familiarise self to GOAL Donor Compliance issues and implement accordingly in area of responsibility, contribute actively to fraud mitigation and prevention measures.
• Adhere to all relevant GOAL logistic, Finance and HR policies.
• Actively contribute to GOAL’s risk management procedures and commit to reporting any potential risk areas immediately.

Requirements:

Essential

• 5+ years of previous experience of logistics/operations management in development contexts.
• Minimum of first degree in logistics or relevant field.
• Experience of procurement in support of health projects.
• Experience of working with partners at a senior level in a complex multi-organisation setting.
• Experience of managing technically diverse teams in dispersed locations.
• Significant experience of budget management
• Willingness to travel widely and constantly between GOAL Country/Field Offices and EBOVAC1 sites.
• Experience of facilities management.
• Computer literate with proficiency in standard MS Office applications.
• Fluent in written and spoken English

Desirable
• Good spoken Krio
• Previous experience supporting research activities operationally
• Understanding of clinical trials
• Experience of importation and customs clearance processes
• Previous experience in West Africa

Our package includes a competitive salary, shared accommodation, health and travel insurance and 20 days annual leave. Additional benefits are available after 12 months of service. Salary range for this role is €40,000 to €48,000.
