Purpose of the Position

Under the general guidance of the Deputy Representative, and in close coordination with the Programme Specialists and the Communication Specialist, responsible for the design, management execution, monitoring and evaluation of a behavior change and social mobilization strategy in support of the country programme C4D component.

Key Accountabilities and Duties & Tasks

  • In collaboration with UNICEF and government programme officers, designs and manages/facilitates the implementation of communication plans of action aiming at: (a) behavior development/change at individual/household levels; (b) social mobilization of civil society organizations to support achievement of behavior change/development; and (c) increased community participation in development programmes.
  • Monitors and evaluates activities on the basis of applied communication research and frequent visits to project sites. Disseminates communication research finds, ensures exchanges of experience and new methods to government officials, programme staff, and other UNICEF partners.
  • In collaboration with partners, organizes/manages the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behavior change, where necessary.
  • Develops partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on country programme C4D goals and to solicit their involvement in the implementation of this component of the country programme.
  • Develops training materials and activities to build capacity in participatory & behavior communication at various government levels, in support of programme sustainability.
  • Provides technical support to government counterparts in thedevelopment and appropriate use of communication for social development, aimed at both individual behavior change andcollective action.

Qualifications of a Successful Candidate

  • An advanced university degree (Master’s) in social/behavioral sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behavior development, social mobilization, participatory communication, and research.
  • A minimum of five (6) years of progressively responsible work experience in the planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of C4D planning processes to specific programmes.
  • Fluency in English and French (written & verbal) are required. Knowledge of Arabic is an asset.

UNICEF relies on contributions from governments and private donors, UNICEF's total income for 2008 was US$3,372,540,239. Governments contribute two-thirds of the organization's resources. Private groups and some six million individuals contribute the rest through national committees. It is estimated that 92 per cent of UNICEF revenue is distributed to programme services.UNICEF's programmes emphasize developing community-level services to promote the health and well-being of children. UNICEF was awarded the Nobel Peace Prize in 1965 and the Prince of Asturias Award of Concord in 2006.

Most of UNICEF's work is in the field, with staff in over 190 countries and territories. More than 200 country offices carry out UNICEF's mission through programmes developed with host governments. Seven regional offices provide technical assistance to country offices as needed.
