Position Summary: The Communications Manager will develop SIPED II’s communications strategy, as well as design communications materials for sharing with key stakeholders. will design, develop and share periodic communication products (proposed under duties and responsibilities), that meet the needs of USAID and other relevant stakeholders. This position will work very closely with the MERL team to ensure that data captured about the project’s outputs and outcomes are communicated effectively. In addition, s/he will regularly consult and coordinate with SIPED II program teams, including accompanying teams frequently to the field, to understand SIPED II activities, capture achievements, success stories, insights and lessons learned identified to be shared internally.

  1. A) Specific Duties and Responsibilities:

Ø  In consultation with USAID, develop and deliver a program-wide communications strategy that will encompass branding and marking guidelines in line with SIPED II’s branding and marking plan, maintain and expand contact databases for USAID and external audiences (e.g., MoP, regional governments, civil society actors, other projects/ international development organizations/ donors).

Ø  Develop and manage communication tools to capture and share SIPED II activity results. Proposed deliverables include:

Ø  Weekly reports to USAID that capture success stories and featured projects that provide a summary of SIPED II events that week, upcoming events for the coming week(s) and one featured activity from the recent past that has been completed

Ø  SIPED II publications and visual outputs, such as Fact Sheets, and presentations including for Strategy Review Sessions (SRSs) and other similar events and ensure that they are of high quality and are disseminated appropriately.

Ø  Monthly reports for external stakeholders (e.g., USAID, GOE Ministries, regional governments, civil society actors other projects/ international development organizations/ donors) that focuses on key themes, insights and lessons learned, shared with program-specific and external stakeholders (e.g. USAID, GOE Ministries, regional governments, civil society actors, other projects/ international development organizations/donors)

Ø  Quarterly reports for USAID.

Ø  Provide technical support to staff and grantees on communication approaches

Ø  Provide support to program stakeholders in documentation and other communications needs as may be required including arranging field visits

Ø  Take high-quality photographs of SIPED II activities, graphics, and visuals with accurate credits, permissions, captions, as well as in compliance with USG branding and marking requirements, to accompany proposed tangible deliverables.

Ø  Participate in relevant workshops, seminars and discussion forums (inclusive of key strategic planning meetings) as agreed with the DCOP and COP in order to learn and share best practices and experiences in communications

Ø  Performing other duties as assigned.

Ø  Performing all work safely and maintain a safe working environment.

Job Requirements

  1. C) Qualifications:

Ø  Good knowledge of participatory methodologies and skills in communications

Ø  Expertise in PowerPoint and Excel for presentations and analyses

Ø  Proficiency and prior use of Photoshop and Adobe Creative Suite, specifically InDesign

Ø  Respect, accountability, courage, excellence, analytical ability, building partnership, networking, coaching, initiating action, communicating with impact, innovation, planning and organizing.

Ø  Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.

Ø  Understanding donor sensitivity and branding requirements

Ø  The incumbent is expected to establish and maintain open and cordial relationship with NGOs, CSOs, GOs and other stakeholders in order to obtain the required support and collaboration for the smooth coordination and implementation of SIPED II-related activities.

  1. D) Education and Experience Requirements: 

MA/MSc/BA/BSc degree in communications, public relations, journalism, International relations, media relations or equivalent and 6/8 years of work experience out of which 4 years in Communication and/or business development
