Montrose is an international development project management and consultancy company providing support to clients operating in the developing world. Background

The South Sudan Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Foreign, Commonwealth and Development Office (FCDO), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID). HPF3 merges two previous health programmes – Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

Montrose has been directly supporting the Government of South Sudan to improve health care in eight out of South Sudan’s 10 states since 2012. The South Sudan Health Pooled Fund is used to ensure the delivery of health care and hospital referral services.

The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality), and has the following five principal outputs:

  • Output 1: Delivery and increased availability/ readiness of quality health services at facilities.
  • Output 2: Community level interventions that increase awareness, prevention, and treatment of common conditions.
  • Output 3: Availability of safe, effective, and quality essential medicines and supplies.
  • Output 4: Stable health systems that enhance accountability and responsive to the needs of the people.
  • Output 5: Funds and processes that are efficient, effective, inclusive and offer value for money.

To attain these outcomes, the HPF3 team is responsible for:

  • Effective programme management, including robust risk management
  • Ensuring continuity of and support to service delivery, with a focus on improving quality
  • Specialist technical assistance covering health service delivery, community engagement, nutrition, health planning, information, and human resources for health.
  • Procurement and supply chain management of essential medical commodities
  • Management of the Implementing Partner (IP) fund
  • Management of fiduciary risk associated with use of donor funds.

Purpose of the Consultancy

The consultant will provide in-country support to the knowledge management and communications function on the programme. The Consultant will work with the Knowledge Management and Communications (KMC) Manager, relevant HPF3 streams and Senior Leadership Team (SLT) to ensure that the team is properly guided on communications, demand creation and awareness campaigns not limited to Covax roll out in South Sudan. See sections on specific roles and responsibilities of the Consultant and deliverables below.

Specific Roles and Responsibilities of the Consultant

The following are the specific roles and responsibilities of the Consultant:

  • Desk based review of the Covax communication plan and orientation with HPF3 team, SLT and Montrose by KMC manager.
  • Provide weekly support to the Expanded Programme on Immunisation (EPI) and Community Engagement (CE) teams in their demand creation activities especially during the Covax campaign. The support will entail coordinating with CE and EPI colleagues to plan activities, troubleshoot and provide strategic oversight on campaign execution (including quality assurance of materials and documents, responding to queries from donor and IPs, updating social media handles and HPF3 website as required) to ensure successful delivery of Covax immunisation in the five HPF3-led states.
  • Attend Ministry of Health (MoH) Risk Communication and Community Engagement (RCCE)/Demand creation of Technical Working Group (TWG) and coordinate with all partners involved in the Covax roll out every Wednesday. (This is a weekly MoH/UNICEF-led meeting used as a planning platform for the Covax activities in South Sudan.)
  • Attend EPI donor update meetings every Wednesday and provide updates and progress executing Covax immunisation campaign in the HPF3 states. This will be done in collaboration with the EPI and CE teams.
  • Participate in team meetings ensuring that the communications and demand generation strategies are in coordinated to achieve the desired results.
    • This will entail a daily meeting with HPF3 Juba office, IP focal staff and field team.
    • Attend and guide HPF3 engagement with UNICEF during the twice-weekly meeting (every Tuesday and Friday).
  • Support HPF3 Covax radio campaign nationally and in five states (Warrap, Northern Bahr El Ghazal, Western Bahr El Ghazal, Unity and Lakes). Draft, review, and coordinate scripts, talking points, briefs and clarifications that will be communicated during the proposed weekly talk shows in five states, and one nationally – a total of six talk shows. This will be done in collaboration with the EPI and CE teams.
  • Coordinate between EPI, CE, and field team to ensure that information, education and communication (IEC) materials on Covax and other awareness activities are carried out in a coordinated manner.
  • Capture successes and lessons learned while implementing the Covax campaign in a report/brief, with final PowerPoint presentation to HPF3, SLT and Montrose in a close-out meeting. This will be done in collaboration with the EPI and CE teams.

Note: The Consultant will provide a total of 50 working days between 1 December 2021 and 31 March 2022, broken down as: 30 working days in-country (10 working days each month between January and March 2022) and 20 working days remote support (five days each month between December 2021 and March 2022).

Essential skills and qualifications

· Master’s degree in communication, marketing, public relations, or a related field.

  • At least 10 years’ experience in communication, marketing, public relations, or a related field.
  • High standard of technical writing in English with experience of drafting reports, technical bulletins and policy briefs.
  • Good knowledge of technical delivery of health sector programmes.
  • Knowledge of the development sector, and preferably knowledge of the health sector.
  • Proven experience of working with the donors that fund HPF, specifically FCDO, SIDA, the Government of Canada, USAID, EU and UN agencies.
  • Familiar with implementation of activities and the challenges of working in a context such as South Sudan.
  • Proven ability to communicate with a range of internal and external stakeholders.
  • Cultural awareness
